This problem happens with all windows when maximized.
When the window is maximized there is a bar at the top of the screen through which i can see my desktop. Its like that range that the window can maximize has been shortened.

We did install all the latest and greatest patch that are available of today and nothing seems to work.

In that Reddit thread, there is a suggestion that worked for me.
Right click desktop, go to Intel HD Graphics settings. Select Display and then choose the option Scale Full Screen. Make sure the option Override Application Settings has the checkbox marked.
Same annoying issue here on Windows 10 x64 1803 with all updates until now!
The issue appears on several apps (chrome, IE, eagle, ...) so it does'nt depends on the app.
My setup is: 2x HDMI/DVI 24" Monitors on an Radeon HD 5450. Internal Intel GPU is not used.
The issue just happend recently sind a few weeks.
I have found an workaround which helps at least for me:
* Open Task Manager
* Goto Tab Details
* select dwm.exe and click "Kill Proccess"
dwm.exe will be closed and restarted automatically from windows and issue is gone.
Yeah i'll know, its a rather annoying workaround but the quickest for me until a real solution pops up.
For me, it worked duplicating the screen, and then putting it again in extended screen
I'm seeing this on systems with the Intel Graphics 530 being used. It's been an ongoing issue for several months.
Has anyone tried the newest unlocked DCH graphics driver from Intel? Unlocked means that you are no longer tied to using a manufacturers specific Intel video driver for your systems. The unlocked DCH drivers are supposed to work for any Intel CPU 6th gen or newer when onboard Intel Graphics are being used.

As these drivers were only released about 2 weeks ago (May 29th, 2020) they may hold some promise.
I'm going to try installing these drivers on a Dell Inspiron 3650 with an Intel i5-6400 CPU to see if it makes any difference.
If anyone else can give it a try and report results here it might be helpful.
UPDATE: 06/29/2020 Encouraging signs from one user who has been using the DCH drivers for the last 10 days - he reports no issues during that time. (Dell Inspiron 3650 with Intel i5-6400 and 12 GB of RAM)
I've been having the same issue on my computer running dual displays with an Nvidia GTX 1070. Every program I ran was affected on just my secondary monitor. The dwm.exe fix did not work for me, so instead I went into the Nvidia Control Panel and devised a solution that worked for me.

That worked for me - not sure if there's a similar option with AMD GPUs.
