This problem happens with all windows when maximized.
When the window is maximized there is a bar at the top of the screen through which i can see my desktop. Its like that range that the window can maximize has been shortened.

We did install all the latest and greatest patch that are available of today and nothing seems to work.

In that Reddit thread, there is a suggestion that worked for me.
Right click desktop, go to Intel HD Graphics settings. Select Display and then choose the option Scale Full Screen. Make sure the option Override Application Settings has the checkbox marked.
Same annoying issue here on Windows 10 x64 1803 with all updates until now!
The issue appears on several apps (chrome, IE, eagle, ...) so it does'nt depends on the app.
My setup is: 2x HDMI/DVI 24" Monitors on an Radeon HD 5450. Internal Intel GPU is not used.
The issue just happend recently sind a few weeks.
I have found an workaround which helps at least for me:
* Open Task Manager
* Goto Tab Details
* select dwm.exe and click "Kill Proccess"
dwm.exe will be closed and restarted automatically from windows and issue is gone.
Yeah i'll know, its a rather annoying workaround but the quickest for me until a real solution pops up.
Still unfixed in March 2019. This is clearly a Win10 bug; it happens in Chrome, Firefox and other applications.
agreed to wish we can enough attention for Microsoft to fix it....
I have just encountered this issue, Windows 10 with two different brand monitors, I noticed that one of my monitors was at 60hz refresh rate and one at 59hz refresh - matched them both to 60hz and it fixed the issue.
This may help someone out there.
I am just replying to say I have the same issue, to keep the thread alive. I also added my upvote to the Feedback Hub under the original post, and the new grouped post Microsoft have made with a misleading / incorrect title. It seems rubbish though, they won't do anything on those Feedback Hub threads. I'm trying to go through the go-to threads about this (here, Intel and Reddit), but the responses do not look too promising.
The description of my issue is the same / similar to the others. A multi-monitor Windows 10 setup. In my case a Lenovo laptop with Intel graphics, connected to a dock, 2 monitors connected to the dock.
Randomly the behaviour will start on ONE of the monitors, where the top of the window will become blank (white) or black and it is not possible to interact with the top of the window. I notice there are no screenshots in this thread so I'll just add one here, so everyone involved knows they are on the same lines! Ignore the grey privacy squares below, you will see one window which has been manually sized, and one which has been snapped / maximised.
I will let you know what worked for me once I have resolved the issue.
