This problem happens with all windows when maximized.
When the window is maximized there is a bar at the top of the screen through which i can see my desktop. Its like that range that the window can maximize has been shortened.

We did install all the latest and greatest patch that are available of today and nothing seems to work.

In that Reddit thread, there is a suggestion that worked for me.
Right click desktop, go to Intel HD Graphics settings. Select Display and then choose the option Scale Full Screen. Make sure the option Override Application Settings has the checkbox marked.
Same annoying issue here on Windows 10 x64 1803 with all updates until now!
The issue appears on several apps (chrome, IE, eagle, ...) so it does'nt depends on the app.
My setup is: 2x HDMI/DVI 24" Monitors on an Radeon HD 5450. Internal Intel GPU is not used.
The issue just happend recently sind a few weeks.
I have found an workaround which helps at least for me:
* Open Task Manager
* Goto Tab Details
* select dwm.exe and click "Kill Proccess"
dwm.exe will be closed and restarted automatically from windows and issue is gone.
Yeah i'll know, its a rather annoying workaround but the quickest for me until a real solution pops up.
One Easy workaround is Changing the Resolution and reverting it back.
If there is any permanent fix do let me know

MSI (GP62MVR 7RFX Leopard Pro) Laptop with Intel HD630 and NVIDIA GTX1060. At the office I generally run my laptop with 2 monitors attached (1 HDMI, 1 Mini-DP) and the Built-in screen turned off. I can confirm that in this configuration (Primary off, secondary On with HDMI, tertiary On with Mini-DP) the issue never happens on the Primary or Tertiary screen, only on the secondary.
This occurs whether on the Intel graphics or the NVIDIA. It doesn't happen very often for me - maybe once a month; last week it happened with the bottom of the secondary screen, not the top (First time I've seen that). About 1/5 of the screen at the bottom of the secondary screen (Taskbar was fine, white area started just above it) went white, right clicking on it gave me the desktop context menu instead of FireFox/Chrome/Explorer/whatever I maximized there. Reboot fixed it; doesn't happen often enough for me to worry about it on my laptop.
One of our workstations had it happening a lot more often (Custom i5 7-Series Desktop, AMD Graphics, Windows 10), so I did a fresh install, all updates - no issues for over 2 months since.
