Windows 10, multi Monitor, maximized window blank/empty space on top of screen

This problem happens with all windows when maximized. 

When the window is maximized there is a bar at the top of the screen through which i can see my desktop. Its like that range that the window can maximize has been shortened.

We did install all the latest and greatest patch that are available of today and nothing seems to work.

In that Reddit thread, there is a suggestion that worked for me.

Right click desktop, go to Intel HD Graphics settings. Select Display and then choose the option Scale Full Screen. Make sure the option Override Application Settings has the checkbox marked.

Same annoying issue here on Windows 10 x64 1803 with all updates until now!

The issue appears on several apps (chrome, IE, eagle, ...) so it does'nt depends on the app.

My setup is: 2x HDMI/DVI 24" Monitors on an Radeon HD 5450. Internal Intel GPU is not used.

The issue just happend recently sind a few weeks.

I have found an workaround which helps at least for me:

 * Open Task Manager

 * Goto Tab Details

 * select dwm.exe and click "Kill Proccess"

dwm.exe will be closed and restarted automatically from windows and issue is gone.

Yeah i'll know, its a rather annoying workaround but the quickest for me until a real solution pops up.

    I created a script to kill dwm.exe. Just run it as admin.

    taskkill /IM "dwm.exe" /F

    Also, and this helped me solve the issue on my PC:

    Ensure that both monitors are at their max refresh (Hz), and switch off "Let Windows fix blurry apps" setting.

    In my case, the main display was, for some unknown reason, at 59Hz (1920x1080). I changed it to 60Hz. It seems to have resolved it. Haven't been able to replicate issue since. Note: Windows 1809, & GFX drivers were up to date (Intel 26.20.100.6911). 

    To change refresh rate:

    1. In settings, go to System> Advanced display settings
    2. Select the monitor with the incorrect refresh rate, and click "Display adaptor properties for Display x".
    3. Within the Display Properties window, click "List All Modes"
    4. Select the maximum refresh rate for the resolution you are set to. Note: ensure it is 32-bit True color (unless you specifically need less than that...).
    5. Ok and apply all related open windows

    Upgrading to 1903 update of Windows 10 does not solve the problem.

    This has been ongoing for months now Microsoft.

    This should have been repaired by now.

    Does anyone have any solutions or tips to solve this?

    Here is my addon to the list:

    • Appears on an custom build workstation Intel i7-9700k (so no OEM drivers here!) Just using the intel drivers
    • Using Dual Monitor Setup both connected with HDMI to Intel UHD Graphics 630
    • Also happened on my older workstation with an AMD Radeon 5450, also in dual monitor setup.
    • Affects also the Application Autodesk Eagle.

    MS FIX THIS BUG!

    This is a show stopper bug reported now by so many users, you cant ignore that!
