This problem happens with all windows when maximized.
When the window is maximized there is a bar at the top of the screen through which i can see my desktop. Its like that range that the window can maximize has been shortened.

We did install all the latest and greatest patch that are available of today and nothing seems to work.

In that Reddit thread, there is a suggestion that worked for me.
Right click desktop, go to Intel HD Graphics settings. Select Display and then choose the option Scale Full Screen. Make sure the option Override Application Settings has the checkbox marked.
Same annoying issue here on Windows 10 x64 1803 with all updates until now!
The issue appears on several apps (chrome, IE, eagle, ...) so it does'nt depends on the app.
My setup is: 2x HDMI/DVI 24" Monitors on an Radeon HD 5450. Internal Intel GPU is not used.
The issue just happend recently sind a few weeks.
I have found an workaround which helps at least for me:
* Open Task Manager
* Goto Tab Details
* select dwm.exe and click "Kill Proccess"
dwm.exe will be closed and restarted automatically from windows and issue is gone.
Yeah i'll know, its a rather annoying workaround but the quickest for me until a real solution pops up.
I never have opened anything that utilizes "Protected View" on my personal PC. I recently just completed a total re-build of the machine from the ground up and still have this issue. I went from an old build that consisted of i7-4770, Gigabyte GA-H81M, 2000MhZ DDR3 Samsung 16Gb (8x2), Kingston SSD (can't remember the model) Windows 10 (current build as of today), and a GTX 1080 FE. This build had been experiencing this issue for months and again as I've said I have never once used any applications that run in protected view.
The new build which is MSI Z390-A Pro, i7-9700K, 32Gb DDR4 3000MhZ (16x2) Corsair Vengeance LPX C15, Samsung Evo 970 NvME 500gb SSD, and MSI RTX 2080 Gaming X Trio and still have the exact same issue with the primary monitor leaking the header of the browser window over into the secondary when maximized.
A permanent fix is needed, not a temporary one. We all paid good money to have the right to use Windows 10 in a stable condition. This is not stable and is impacting user experience with the software. Microsoft needs to address this. It should not be up to the user to find temporary fixes for months or in some user cases years now.
This is deplorable service to their customers and we need to continue pressing them to fix this issue with the OS.
Same problem. CTRL+SHIFT+WINDOWS+B is a temp fix ( resets graphics driver )

In my work notebook the problem started to occur months ago but I couldn't identify what exactly caused the problem.
Today my home computer started to present the problem exactly when I right-clicked on a .PDF file, selected "Open with" and then selected the "WORD" application.
At the same time my "E-MAIL" (native application of windows 10) that was open in the background started to present the problem and when opening a new CHROME window, it also presented the problem.
Detail that on that occasion all those applications that presented the problem opened / were open on my main monitor, while on the secondary monitor I had an open CHROME and the problem did not occur on it (at least so far).
