This problem happens with all windows when maximized.
When the window is maximized there is a bar at the top of the screen through which i can see my desktop. Its like that range that the window can maximize has been shortened.

We did install all the latest and greatest patch that are available of today and nothing seems to work.

In that Reddit thread, there is a suggestion that worked for me.
Right click desktop, go to Intel HD Graphics settings. Select Display and then choose the option Scale Full Screen. Make sure the option Override Application Settings has the checkbox marked.
Same annoying issue here on Windows 10 x64 1803 with all updates until now!
The issue appears on several apps (chrome, IE, eagle, ...) so it does'nt depends on the app.
My setup is: 2x HDMI/DVI 24" Monitors on an Radeon HD 5450. Internal Intel GPU is not used.
The issue just happend recently sind a few weeks.
I have found an workaround which helps at least for me:
* Open Task Manager
* Goto Tab Details
* select dwm.exe and click "Kill Proccess"
dwm.exe will be closed and restarted automatically from windows and issue is gone.
Yeah i'll know, its a rather annoying workaround but the quickest for me until a real solution pops up.

I first solved it by updating the display driver, had no problem for months, upgraded to 1809 and had the problem again. Then this solved my problem once again. Hopefully it stays this way.
I did this previously for my laptop and it worked, then after the problem came back I realized after reading this that I needed to also select my additional monitor (Select Display > change built-in-display to digital display). Thanks!
Since the problem only affects maximized windows, the best "solution" for me has been to stretch the windows to fit the screen, without using the maximize button. The F11 trick worked for a while, but doesn't work at all anymore. The Shift+Ctrl+Win+B trick works for my browser windows, but turbo-charges the problem in Explorer and Adobe.
Something I just realized is that the problem is triggered every time I open a Word document in Protected View. A security policy on our network that went into place about the time this problem started causes all Office products from our shared network folders to open that way. Only Word documents trigger it and only those that open in Protected View. Documents from my personal folder that do not open in Protected View don't trigger the problem. Spreadsheets, PDFs, etc, also don't trigger it.
