I notice my pictures was only showing an icon for them then I looked at the options in file explorer and the Display file icon on thumbnails was checked and I unchecked it and my pictures showed again. I pray this helps.
Can't preview jpg files in the preview pane -- Windows 10 Fall Update (1709)

I have this issue and it started with the Windows 10 Fall update (1709). jpg files are not displayed in the preview pane but other files are displayed (pdf, docx, xlxs, etc.). I've tried setting the default jpg program to several different programs to no avail. Prior to the 1709 update, jpg files were displayed in the File Explorer preview pane. It seems to be an issue with the 1709 update.

2020-02-08T12:53:21+00:00 Noticed the same problem since 1709. The option to show icons is NOT checked and never has been, although I look there every few days just in case. The preview pane is empty white for most JPEGs, but not all. No discernable difference in the files. What's more, since 1709, most JPEGs don't even show their thumbnails, just a generic white-and-blue icon. Again, not every JPEG, but most. To make the thumbnails appear, I have to open a photo by double-clicking (opens in Photos). But even then the thumbnail only survives a while. It's back to generic icons tomorrow.
Initially I blamed it on my user account, so I went through the laborious process of starting with a new user account, but the problem remains.

Since OneDrive was mention in other replies and I too use OneDrive, I went into OneDrive and unchecked "Save space and download files as I need them". As soon as I did that (no restart needed), the thumbnails loaded for every image in every folder!!
Can't believe it was that simple, yet the Microsoft Team couldn't/didn't figure it out and post the fix on any of the 50 or so threads with the same problem, and that I've scoured looking for the fix!
SMH . . . Another corporation that our money and support has made too big to be bothered with us.
finally a solution that worked.
I had a onedrive folder on my server with all my pictures. if i viewed the folder on the server it looked fine. if i viewed that folder that is also shared on my network via my laptop it was missing thumbs.
tried this setting on my laptop, no joy. tried it on my server and all the thumbnails populated on my laptop again.
it works :).
