I have this problem (BSOD in win32kbase.sys) on different computers (dell optiplex 760 & 780, optiplex 7020, hp elitedesk 800 g2, home built on MSI mainboard with core i7 3rd generation, (some with NVIDIA NVS, some integrated graphics, different software), a Surface Book (!) from 2016 ) after upgrading to Windows 10 1709 on OneNote 2016 (coming with the Office 2016 package), but only for this combination of OneNote and Windows.
We use CurrentBranch for Business Enterprise and regular Professional version.
Common is to all the cases that a more complex OneNote slide crashes faster (within seconds):
we have tables (6x20) filled with screen-captured images (~1500pixels x 1000pixels) + some text, when zooming (control + mouswheel) in these files, BSOD occurs immediately.
No special additional hardware, update level on 2017-11-15 (just received KB4048951 and others, problem persits).
On request, I could share the OneNote file.
The exactly same OneNote file makes no problems on Win 10 1703/Win7/Win 8.1, or on a Win 10 1709 running OneNote from Office 2010/2013 packages.

2017-11-22T02:08:06+00:00 I found a solution. I was using a 32-bit version of Office. I uninstalled this version and installed 64-bit Office and now have no BSOD issues.

2017-11-22T07:20:24+00:00 Didn't work for me - i just uninstalled office 2016 x86 and installed the 64bit version on my surface book, restart, and test my uploaded onenote file on OneNote 16 64bit: immediately BSOD in win32kbase.sys

2017-11-23T00:57:39+00:00 Just wanted to chime in here and say that a teacher at our educational institution is experiencing an extremely similar issue on his 2016 Surface Book running Windows 10 and Office OneNote 2013 (not 2016 like the original poster). The Surface has been running just fine since he got it, but these issues only started happening after the update to Windows 10 version 1709 (Fall Creators Update). Since then, he gets a bluescreen when using OneNote 2013 while teaching, and like the original poster, if he opens a more complex OneNote book, he can make the machine bluescreen predictably every time.
The fault for this machine is also System Service Exception, in win32kbase.sys. Same as the original post.

Both my computers running 1709. As soon as I updated on my laptop it began to have this issue. I stupidly deleted the update files and can no longer roll back.
Onenote 2016 (365) causes BSOD most of the time upon opening or when switching pages. My onenote pages are heavy with pictures.
