I had this problem and tried everything listed including the MS Update Troubleshooter, changing the timezone and day, running Windows disk cleaner, etc. and nothing worked.  I then created a new user with admin rights on the machine.  After creating the new user and running Windows Update, it was successful and now updates are cleared.  I have confirmed that the existing user ids on the machine show clear as well.  Maybe this will work for you.

I finally have it solved. I tried going to the to the Microsoft Update Catalog and downloading the cumulative update, but it wasn't helping. What finally worked was doing a reinstall of Windows 1709 and then running the cumulative update again. It seemed to work because I was successfully able to check for updates with no errors.
