The REAL question is:

IS MY DEVICE TRULY AT RISK OR NOT?

Thousands of people agreed that they have the same issue, 100s have replied, and dozens of similar threads have been made with probably the same amount of people concerned. 

And NO ONE realized, "Microsoft can't make any money if ALL of our "at risk" devices crash because we didn't update "3D effects" and "add contacts to toolbar." People use your heads and don't go into advanced programs in your computer, nor install random stuff that people are paid to tell you to install not knowing or caring if it works or not. Simply ask the right question.

Is my device in fact at risk? The red font of the threatening message is a scare tactic, isn't it? And why would Microsoft force PC's to run updates that could BREAK their computer for IT not installing properly on ITS own???????

Yes, a similar problem that I had.  It looks like there is more than one solution provided in the thread, but the way I solved it was to create a new user id on the machine and set it as an admin user.  I then rebooted and logged in under the new id.  Then went back to Windows Update and let it do its thing.  The updates were applied and the errors went away.  After everything looked good, I removed the temp user id from the machine.

I had this problem and tried everything listed including the MS Update Troubleshooter, changing the timezone and day, running Windows disk cleaner, etc. and nothing worked.  I then created a new user with admin rights on the machine.  After creating the new user and running Windows Update, it was successful and now updates are cleared.  I have confirmed that the existing user ids on the machine show clear as well.  Maybe this will work for you.

I don't know of any specific changes made. Looking at the Update History, nothing is listed, so I don't really know when the last update was completed. When I look at Uninstall an Update in Programs and Features, there were a few Microsoft updates done in August 2017 and an Adobe Acrobat update in February 2018. Here's the screenshot.
