Error Code: 0x80073CF9, Couldn't Install Forza Horizon 3 on PC

I just bought Forza Horizon 3 for PC and am unable to download it. Everytime I try to download it, it gives me an error "Couldn't Install, we will try again shortly". 

I'm installing it on a external hard drive with 800Gigs free, tried using wsreset, run as administrator to clear Windows Store Cache, to no avail. I tried installing it on another drive, but the same error pops up.

I've also followed Microsoft's solution to run the trouble shooting app "Appsdiagnostic10", it found a problem, "Windows Store Cache may be damaged", and it was fixed by the troubleshooter, but even after that, trying to download Forza Horizon 3 DOES NOT WORK.

Would appreciate any help/answers.

    Still no luck, unable to download the game.

    Isn't this the same as running the wsreset.exe command?

    Thank you for the patient replies so far from your colleague, however if I am still unable to download the game, how can I go about obtaining a refund? If I remember correctly, Microsoft do not allow refunds for online purchases?

    Swamp with the irony, I can download and play the demo with no problem at all ......

     This will be the first and last time that I will ever buy a windows store game!

    Since resetting Windows Store wasn't able to resolve the issue, we recommend performing again wsreset and run it as administrator and see if it helps. Follow the steps below:

    1. Type wsreset in the search box, then right-click wsreset.
    2. Click Run as Administrator.
    3. Try to download again.
    4. If the issue still persists, type Windows PowerShell in the search box, then press Enter.
    5. Copy and paste the following command:
      • powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml
    6. Press Enter.
    7. Reboot your computer.

    This error pops up when I enter the command.

    Add-AppxPackage : Cannot find path 'C:\WINDOWS\WinStore\AppxManifest.xml' because it does not exist.

    At line:1 char:1

    • Add-AppxPackage -DisableDevelopmentMode -Register C:\WINDOWS\WinStore ... 
    •

       FoundException
