I think you are mistaking his comment as him not being to run the game, however it's him not being able to download the game at all. You are able to download the game, but unable to start it, however he can't even download the game at all.

I just bought Forza Horizon 3 for PC and am unable to download it. Everytime I try to download it, it gives me an error "Couldn't Install, we will try again shortly".
I'm installing it on a external hard drive with 800Gigs free, tried using wsreset, run as administrator to clear Windows Store Cache, to no avail. I tried installing it on another drive, but the same error pops up.
I've also followed Microsoft's solution to run the trouble shooting app "Appsdiagnostic10", it found a problem, "Windows Store Cache may be damaged", and it was fixed by the troubleshooter, but even after that, trying to download Forza Horizon 3 DOES NOT WORK.
Would appreciate any help/answers.

2018-02-17T03:22:50+00:00 Maybe I can help as I just got the game and would not start. I fixed it by moving it from my H: drive to C: drive playing the game till the first save point then moving it back.
goto settings / Apps / Gamename / select move choose C and away you go.
Forza runs as a stupid app / why is beyond me.
Why Microsoft can't tell you what I just did is also beyond me the games been out for more than a year.

2018-02-01T13:29:17+00:00 I've given up on Microsoft, the answers the employees' give, are either the same answers, or solutions which do not work for any of us.
We can't even download the game due to the Store blocking us from doing so, and apparently they are saying it is an issue with the game, and redirecting us to the Forza forums instead? (referring to the employee's reply to k1rOuX) That's literally like, me buying a new Toyota, and before it even gets delivered to me, the car gets wrecked during delivery, and Toyota saying that it was us crashing the car.
