Error Code: 0x80073CF9, Couldn't Install Forza Horizon 3 on PC

I just bought Forza Horizon 3 for PC and am unable to download it. Everytime I try to download it, it gives me an error "Couldn't Install, we will try again shortly". 

I'm installing it on a external hard drive with 800Gigs free, tried using wsreset, run as administrator to clear Windows Store Cache, to no avail. I tried installing it on another drive, but the same error pops up.

I've also followed Microsoft's solution to run the trouble shooting app "Appsdiagnostic10", it found a problem, "Windows Store Cache may be damaged", and it was fixed by the troubleshooter, but even after that, trying to download Forza Horizon 3 DOES NOT WORK.

Would appreciate any help/answers.

    Thanks but I already make it. I have access to folder but always unable to download FH3 :'(

    Try 

    net stop wuauserv

    rename c:\windows\SoftwareDistribution softwaredistribution.old

    net start wuauserv

    ***before running step 1. I think that + wsreset forced the "***restoring user data".

    Are you able to access the WindowsApps folder after?

    Update: I've fixed it! For me at least, after trying for 4 hours. I downloaded it to my F:, and I noticed there is a folder called WindowsApps that I can not access, BUT IM AN ADMIN AND THE ONLY USER.

    So:

    1. Right click WindowsApps -> properties:

    1. Click on Advanced

     

    3)  Owner: was set to TrustedInstaller for me, so click "CHANGE"

    1. In the left square, type in your user name, and then hit "Check Names",

    the box than became Windows/User , hit ok on this box and any subsequent confirmations.

    1. Close windows store and Run (Win+R) =>  WSReset.exe
    2. Retry and the install will show "restoring user data", after about 5 minutes or so (depends on your internet speed, I see network traffic, on a 80mbps connection), it installs successfully. Even my hotwheel dlc queue went through :D 

    Note: You should also be able to access the WindowsApps  Folder too :D

    If that doesn't work, I think I also did this before step 1)

    net stop wuauserv

    rename c:\windows\SoftwareDistribution softwaredistribution.old

    net start wuauserv

    I am also having an issue, what is going on? Provide us an alternative way to download the game ....... I miss the old .exe installers
