Error Code: 0x80073CF9, Couldn't Install Forza Horizon 3 on PC

I just bought Forza Horizon 3 for PC and am unable to download it. Everytime I try to download it, it gives me an error "Couldn't Install, we will try again shortly". 

I'm installing it on a external hard drive with 800Gigs free, tried using wsreset, run as administrator to clear Windows Store Cache, to no avail. I tried installing it on another drive, but the same error pops up.

I've also followed Microsoft's solution to run the trouble shooting app "Appsdiagnostic10", it found a problem, "Windows Store Cache may be damaged", and it was fixed by the troubleshooter, but even after that, trying to download Forza Horizon 3 DOES NOT WORK.

Would appreciate any help/answers.

    • Current Windows Version 1709, OS Build 16299.125, 64 Bit
    • Primary Hard Disk has 770 GB free of space. (I have my games installed on my external HD)
    • Date and Time are in sync
    • I am actually downloading it via WiFi, not via wired connection. (I have downloaded games from steam using this connection w/o an issue)
    • I am using Norton Antivirus. How do you download FH3 using Windows Defender?

    I tried running the Windows Store app troubleshooter again, however it seems like there is always the same issue, it solves it, and it shows the same issue it solves. Launching the troubleshooter again would just repeat everything.

    This shows up when I launch the troubleshooter

    Followed by letting me know the issue, and to proceed

    And it shows that troubleshooting has completed, but I doubt this did anything, as launching the troubleshooter just repeats these steps.

    For us to research further, we'd like to know more information. Kindly answer the following questions:

    • What is the current build and version number of your Windows 10? To check, press the Windows key, type winver, and press the Enter key. Kindly indicate as well if it is 32 bit or 64 bit.
    • Can you check if your primary hard disk has more than 30% free storage?
    • Is your date and time accurate? If you have incorrect Date and Time set on your computer, you’ll have issues installing applications from Windows Store.
    • Have you tried changing your internet connection? If you're connected via wired connection, have you tried downloading via Wi-Fi?
    • Are you using a third party antivirus software? Have you tried using Windows Defender and download Forza Horizon 3?

    Meanwhile, if you haven't tried to run the Windows Store app troubleshooter, kindly do so. We also suggest that you check the licensing on Windows Store if it is synced. Follow the steps below to manually sync it:

    1. Go to Windows Store
    2. Press Windows Key + C
    3. Open Settings
    4. Select App Updates
    5. Sync Licenses

    No, what I meant was that the cache folder was not in the LocalState folder like you mentioned, so I created one. After creating it and rebooting. the cache folder was there (the one I just created), however there is no files in it. (Is it supposed to be like this?)

    As for a clean boot installation, I just tried it, and I am still unable to download the game. 

    I am installing it on a external hard drive, and these 2 folders are created in the hard drive. By any chance are these related to the installation of the game?

    We appreciate your quick reply. Since the cache folder is still missing after performing the steps given above and even after disabling your antivirus software, we recommend that you try install the application while in clean boot. Please see the section that says Install, uninstall, or run an application.

    Note: Please go through the section: How to reset the computer to start as usual after troubleshooting with clean boot of the Kb article to boot the computer in normal startup after fixing the issue.

    Hello,

    Thank you for all the details and the troubleshooting steps that you've provided. Since the troubleshooter found an issue with the Windows Store Cache, we suggest that you reset the cache folder in App Directory. Kindly follow the troubleshooting steps below:

    1. Open File Explorer, copy paste the following path in the explorer address bar and press Enter. Kindly change the <username> with the username associated with your account.: C:\Users&lt;username>\AppData\Local\Packages\Microsoft.WindowsStore_8wekyb3d8bbwe\LocalState
    2. In the LocalState folder, check whether the cache folder is present or not. If the folder is present, rename it cache.old. After that, create a new folder and name it cache. In case the cache folder is not there by default, just create an empty new folder and name it cache.
    3. Close the File Explorer and reboot your system. After the reboot, run the Windows Store Apps troubleshooter again. This time it will not only detect the problem but also automatically resolve it.

    Let us know the results.

    I just tried it, I am still unable to download Forza H3. The cache folder indeed was missing from my LocalState folder, I've created it and rebooted, and a new "MBRDNSCache.json" file has been created in the LocalState folder, but nothing in the cache folder. This time I tried downloading with my antivirus off, but to no avail.
