Error Code: 0x80073CF9, Couldn't Install Forza Horizon 3 on PC

I just bought Forza Horizon 3 for PC and am unable to download it. Everytime I try to download it, it gives me an error "Couldn't Install, we will try again shortly". 

I'm installing it on a external hard drive with 800Gigs free, tried using wsreset, run as administrator to clear Windows Store Cache, to no avail. I tried installing it on another drive, but the same error pops up.

I've also followed Microsoft's solution to run the trouble shooting app "Appsdiagnostic10", it found a problem, "Windows Store Cache may be damaged", and it was fixed by the troubleshooter, but even after that, trying to download Forza Horizon 3 DOES NOT WORK.

Would appreciate any help/answers.

    Found the problem, and I believe that the issue can be firmly placed on Microsoft. The Store installer has a problem using particular hard drives. When attempting to install on:

    Samsung SSD 850 PRO 1TB – Download fails in 2 seconds (before even checking the license) and installation stops (code: 0x80073CF9).

    WDC WD1002FAEX=009A0 (Western Digital) – Download fails in 3 seconds and retries immediately (3 times) before stopping (Speed related?).

    Fantom External HHD USB Device – Installs without a problem.

    All the above drives are on the same computer. The problem may be that the installer is confused by 3^rd^ generation SATA (6Gb/s), as it installs on almost any USB connected drive. However, my Surface Pro has an SSD with 6Gb/s SATA and it installed without a hitch.

    **Solution:**All those numerous “fixes” proposed by Microsoft may be useless for 0x80073CF9 errors. If the fixes do not work then plug in a USB drive and, when prompted, select the USB and see if it works.

    Conclusion: I am extremely disappointed that Microsoft leaves the users to find the glitches in the coding. If I can find where the problem is in 2 days, then what are the MS testers being paid for; and why is there no feedback to the Age of Empire: Definitive Edition users that have 0x80073CF9 problems (I can picture the SQL to get the list of such users)?

    We appreciate your quick reply. Since the cache folder is still missing after performing the steps given above and even after disabling your antivirus software, we recommend that you try install the application while in clean boot. Please see the section that says Install, uninstall, or run an application.

    Note: Please go through the section: How to reset the computer to start as usual after troubleshooting with clean boot of the Kb article to boot the computer in normal startup after fixing the issue.

    Thank you for all the details and the troubleshooting steps that you've provided. Since the troubleshooter found an issue with the Windows Store Cache, we suggest that you reset the cache folder in App Directory. Kindly follow the troubleshooting steps below:

    1. Open File Explorer, copy paste the following path in the explorer address bar and press Enter. Kindly change the <username> with the username associated with your account.: C:\Users&lt;username>\AppData\Local\Packages\Microsoft.WindowsStore_8wekyb3d8bbwe\LocalState
    2. In the LocalState folder, check whether the cache folder is present or not. If the folder is present, rename it cache.old. After that, create a new folder and name it cache. In case the cache folder is not there by default, just create an empty new folder and name it cache.
    3. Close the File Explorer and reboot your system. After the reboot, run the Windows Store Apps troubleshooter again. This time it will not only detect the problem but also automatically resolve it.

    Let us know the results.

    I just tried it, I am still unable to download Forza H3. The cache folder indeed was missing from my LocalState folder, I've created it and rebooted, and a new "MBRDNSCache.json" file has been created in the LocalState folder, but nothing in the cache folder. This time I tried downloading with my antivirus off, but to no avail.
