Hmm, this sounds like my exact situation. If you don't remove the "My Office" app before installing your licensed Office, you end up with duplicate Office icons on the start menu (one of each that is unusable). And then things go downhill from there. I can't remember if the System Recovery image I downloaded from Dell to wipe and reinstall does not include this, but I don't remember having to go back and remove it on the reinstall. But then again, my memory is blurred by the many hours I've spent troubleshooting this issue.
Windows 10 1709 - wsappx process high cpu load & and black screen after login for some users
I'll had an issue that wsappx takes all the cpu of one core (ill think its single threaded app).
Have searched the internet and dont found an solution.
just a few hints that a clean boot solved the issue for some but that didnt worked for me.
The issue also just poped up on some users of the machine, some users where fine.
But when the "defect" user has logged in into his account the wsappx goes crazy and dont come down, also when another user takes the local session.
Another issue i have faced was that after logging in, some users facing black screen.
There was a mouse cursor and task manager could be lunched (with ctrl-alt-del) but nothing else showed.
Seemed that explorer stucked in loading.
After googling it turns out that "AppReadiness" (german: App-Vorbereitung) service caused that issue.
After disabling the service the users could logon again.
Here is a thread about the issue and with the workaround: https://h30434.www3.hp.com/t5/Desktop-Boot-and-Lockup/SOLVED-For-everyone-who-is-having-black-screen-after-login/td-p/6318990/page/2
Now i have found a solution for this which works for booth issues and solved them!
Just clear the two user accounts (Control Panel - User account - manage other user account).
You must be logged on from another, working user account.
This olved booth issue 100% for two other user accounts without any workaround.
Hope this helps someone with this bad issue!

2018-04-17T01:15:32+00:00 I'm not sure whether Dell is to blame, or Microsoft, or whether they got together and decided to start doing things the most inefficient way possible to save $0.10 but man, they made registering OEM Office a chore by no longer including any sort of record of the license key for office. You're supposed to just launch office, sign into your live account, and pray it registers correctly and that it installs a desktop app and generates a key on your live account rather than install as a windows store app and not generate a license key on your live account. Seems to go 50/50 between these two outcomes.
This is probably how you end up with two of every office app in the start menu, and for all we know this is how wsappx goes haywire like this.

2018-04-18T18:03:07+00:00 On my machine reinstalling the Apps with
Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
fixed the high-load problem for accounts which still allowed a login.
But I could not apply the solution if the login stuck with the black screen. Does anybody know how to reinstall apps for another users account?

2018-04-18T18:53:38+00:00 I have been chasing down issues discussed in this forum for the last month and a half. Looks like this post started just after I had given up on figuring out the problem.
Went back and forth with Dell after 4 brand new 5480 with great specs (i7, 16GB RAM, 256GB SSD), and 1 Desktop (i7, 16GB RAM, 1TB HDD) were exhibiting the symptoms of having a black screen with a cursor after logon and only access to task manager. The laptops also had inconsistent issues with the trackpad not registering any clicks. I had rebuilt the desktop and one of the laptops several times and finally got Dell to swap them all out as lemons. Some how, 3 of the new laptops worked fine, but one still had issues. I suspect the replacement laptop with issues may have had a different image on it from Dell as the original replacement was damaged in shipment, and this replacement was shipped separately. Thankfully, today I stumbled across this post.
I am not sure if the "My Office" apps are installed by Microsoft as part of "continual improvements" in Windows 10 v1709, or if Dell (and other OEMs) decide to include it in their image, but in my option the issue is squarely on Microsoft as it is and incompatibility within their own software that causes the issue with duplicate Office app icons, and the ensuing high CPU usage and inability to use Windows 10 apps while the CPU grinds away (sometimes only 30-40%, other times up to 100%). Seems simple enough that Windows 10, or the Office365 installers, should be able to remedy the duplicate icons and take action to prevent the issue in the first place.
Just venting my frustration a little as I have received a fair amount of questions that I did not have answers to and also a lot of frustration expressed by my management and the clients that these PCs were destined for. With 15+ years of professional experience, and now a senior systems administrator, I am embarrassed to have to say that these seemingly simple PC replacements have drug on for a month an a half with nothing from Dell or Microsoft except recommendations to rebuild the profile, reinstall windows, or swap out hardware...

2018-04-18T19:04:03+00:00 To me, it appears to be an issue with the software Dell pre-loads. Here is why I believe this:
- I tried all of the suggested solutions in this thread. They would only work if you did not add another use account after you "fixed" the problem.
- I used the built-in recovery drive to wipe and reinstall Windows 10 Pro on three machines. This recovery loads all of the software Dell originally supplied with the systems, including the "My Office" application. The issue persisted.
- I used the recovery image supplied from Dell's support website to reimage the machines. It also loads all of the original software pre-loaded on the system. The issue persisted.
- I downloaded an ISO from Microsoft and used it to reimage these machines. This ISO does not include Dell's software or drivers. I had to manually reinstall the software and drivers I wanted on the systems. The "My Office" application was not installed; instead, the older "Get Office" application was installed. I was able to install Office and remove the "Get Office" application. I could also add user accounts after my initial software configuration without issue.
I do not know if the "My Office" application is the future of Microsoft's push to get everyone of O365. If it is, then this needs to be fixed as of yesterday.
