Hello,

I want to reinstall my windows 10 64 bit into a new SSD I bought.

I am trying to create a USB flash drive using windows media creation tool but I am getting this error every time. I have tried it on 4 laptops and 1 desktop, and with 3 different pendrives.

Since the issue persists after performing the steps that we have provided, have you tried performing the steps provided by Andre above?

Kindly update us with the results and if you have further queries, feel free to post back.

Hi Paolo. Yes, using Andre's method worked. However, this should absolutely not be seen as a resolution — it is a temporary workaround, and there is still a very important tool that is broken that needs to be fixed. Please escalate this issue.

HI, I am also facing the same issue since the creators update, i have tried this on  3 pcs and two different networks.

I have tried several methods on the net none worked. I have also tried the method suggested here i dont have unblock.

This is an issue with MS which they definitely need to fix as this is not isolated to one user.

Researching this problem I came across a blog post by Ramesh Srinivasan that proports they tracked down the problem.

"Upon investigation, I could see that the problem is at the server end. MCT seems to be unable to download the End-Users License Agreement (Eula) .RTF file from Microsoft’s servers. This is the error seen in setuperr.log"

If this is the problem it's pretty sad that the problem and solution was posted 5 days ago and MS still hasn't a clue...

Andre's method is a workaround.  Microsoft needs to fix the issue on their end.  This is THEIR issue, not ours.

If you want us to upgrade fix your ISO download!!!

BTW, there is no "Unblock" to click on.
