Can you fresh start a computer that has no keyboard or mouse for input? 

No, you're right.   You can't.  I didn't realize that you can't use any of the USB ports at any point.  And if they won't even work at startup, that's REALLY odd.  Not working once the OS tries to load is one thing, but them not working at any point is another.  If they worked at startup you could maybe try a Windows 10 startup disk.   

About your only option now is either seeing if Dell will send you the OS disk, or if your product key is embedded in the BIOS, download your version of Windows 10, either using someone else's machine, or have someone do it for you, write the ISO to disk out and format it using someone else's machine, then put it back in and reinstall Windows 10.  

Regarding the Windows 10 ISO, though, you have to get it using the Media Creation Tool.  You can't download it any other way, as you've seen. 

But, again, even with a user created installation disk, you're not going to be able to install it if you can't use the USB ports. 

For a Windows 10 update to screw something up THAT bad is very odd.  Try disconnecting the HDD or SSD that has the OS on it and then try to start the computer with the keyboard attached.  If it works when doing that at least you know it didn't somehow mess up your BIOS.   Then try reattaching the OS SDD or HDD and see if you can start it with a Windows 10 Startup disk and your keyboard.  If you can get that to work, you can get into your recovery partition and recover the desktop. 

Why your USB ports won't work, even at startup, is strange.  I've never heard of that happening before.

I use the term "elusive" because I tried to download it to three different laptops and a desktop. It always failed while showing 99% complete. These computers were not bottom of the machines either. They are all less than one-year-old Dell computers with i7 chips (so not really POS's). So, that said, I stick by "elusive". In my opinion, when Microsoft becomes aware of an issue like this one (blue screen, asking for keyboard language and the USB ports are all dead), there should be a downloadable file created that assists the user fix the issue (i.e. click on an executable file and sit back and watch). No one should have to chase the answer all over the internet. I would also say to Microsoft, "try not to make it harder than it needs to be"! I did not create the problem by had to spend hours getting the affected computer running again. 

There is no option to start up in Safe-mode. You can get to the Bios (F8) which is where the change is made to boot from the jump drive. That part was easy. Getting the file and then making the jump drive bootable was the issue for me. I only complain because In my engineering business my charge out rate is $135 an hour so wasted hours represent a loss of billable time (and money)! Not cool to me. This whole thing started with an automatic update to my Windows 10.

BTW, getting the ISO files is ridiculous. You go to a link and then there's a note stating that Microsoft does not share them with the public anymore! A Windows update made my desktop unusable by giving it the blue screen of what's your keyboard language and then kills the USB ports so you can't reply.  Then we're sent on this witch hunt to get the elusive mediacreationtool. Run it (which represents hours on my computer) and get an error. Then we're supposed to chase around ISO files (for which there is a note stating Microsoft doesn't share them with the public. This is Microsoft's problem and the fix should be simple. Who compensates me for my time for an issue I didn't create???????

The media creation tool is far from "elusive."   If you get an error on your machine, try a different one, or go to McDonald's and download the ISO on a notebook or tablet or something.  If you don't have one, borrow one, or have a friend download the MCT and use it to download the ISO and write it to disk or flash drive for you.  Try not to make it harder than it needs to be. 

BTW, you should be able to start your present machine in Safe Mode and uninstall the update that's screwing it up.   Or, if that doesn't work, try rolling it back.  As a last resort, try the "Fresh Start" option, though it will still take "hours" if downloading the ISO does, as that's exactly what Fresh Start does.
