Issues Updating from 1703 to 1709

I will attempt yet another try to install the 1709.   I had the update forced upon me a week ago which I could not stop .  I am not ready to make another attempt but the B-- Update is yet again being forced with another background download, God help those who have a download limit in my position.  This is absolutely ridiculous, with getting on for 20 tries over the past 2 months. 

                   How am I expected to get to grips with this problem between the work I must do and the work needed to prepare the PC for another Update 1709, preparation work that is being destroyed by the background download of the Update yet again?

1/.  How do I stop this continually repeated Update Download action?

2/.  Which of the many methods already tried do you suggest I use,

      a/.  auto download,

      b/.  Update Assistant

      c/.  an .iso of the complete Win 10 Pro including the 1709 Update

    It would appear that my only recourse is to stop all updates, which I don't think is wise.  With the limited time available to me to do anything aside from deal with my wife's and my own disabilities and what work I must do I know the multiple attempts have cost me many, many wasted hours and loss of income.

PLEASE, THIS IS GETTING BEYOND CONTROL AND I AM BEING SHAFTED BY THIS D--- UPDATE.   I appreciate the assistance you are giving me but I am not a guru of command Prompt, the commands required are numerous and I have no idea how to run them as a batch, I have started them several times to find that the auto update comes behind downloading and replacing files before I can get my breath to start the next stage.   What is need is beyond my limited hours and abilities, if Microsoft Help Desk did not do these steps then I would like to know why in the 5 tries they have had.   Until I have the ability to run a clone of my Win 10 as a second drive I am unwilling to risk my laptop any further.  A number of Windows Apps have had the data destroyed that I needed for reference during the last attempt plus during the last month, due to my ISP connection continually failing, I get sweet F all done as the 1709 updates steals the micro amount of remaining download I currently have on my main PC.  Yes, I do have another, a 10 year old laptop which does not have my own laptops software and was once used by my daughter and now my wife.

         This tread has been running for more than a month (date uncertain due to split tread) and  I was already into 4 Help Desk attempts after multiple failure from the normal system including several Win 10 inc 1709 .iso attempts.   

         WHY DOES WINDOWS 10 NOT CLEAR UP ITS OWN RUBBISH BEFORE ATTEMPTING ANOTHER INSTALLATION OF THE SAME UPDATE?

         PLEASE CORRECT ME IF I AM WRONG, BUT I WOULD HAVE THOUGHT THAT A COMPLETE .ISO UPGRADE INSTALL OF A HIGHER VERSION WOULD IGNORE THE CURRENT UPDATE SITUATION.  AS FAR AS I AM AWARE ALL THE SYSTEM FILES ARE REPLACED, CHANGING OUT OF DATE AND INCORRECT WINDOWS 10 FILES IN EXACTLY THE SAME WAY AS IT WOULD FOR A WINDOWS 7 or 8 version!!

Older computers that were given the "free" windows 10 upgrade are being outdated with new firmware. They have an article in yahoo about this that was published about a month ago...

The only solution is to downgrade to windows 8 or buy a new computer with newer hardware or dump windows all together and load another operating system all together....

         I sorry to say that you have not taken note of the full problem or the 4 pages of Q & A and fastened on to OLD in my last post.  The old machine is the a 10 year old Dell which has Win 10 Pro 1709 installed and running perfectly, although a little slow.  It is my latest laptop that has the problem.

        The old PC does not have anything near the number of programs installed or the capacity to run them properly, is fine for generally playing video, music, production of documents and browsing.

We understand that you urgently need to resolve the Windows Update issue so that your computer can update to version 1709. There may be an error with the system files of Windows 10 and that can be the reason why you're unable to update. If the issue still persists after performing all of the steps we've provided, the best way to update your computer is by performing a clean install. This will completely replace your copy of Windows 10 on your computer. Please take note that you need to back up your files first before performing a clean install. You can refer to our first reply to know how to perform a clean install.

Let us know if you're able to update to the latest version by performing a clean install.

              I asked you a question about the surest way to try to install the 1709 update and all you have done is repeat a totally unacceptable solution given and replied to on the 10th January this year!  What is next, buy a new PC?

         I realise you read and reply to many threads but how often do I have to repeat myself, this will involve a lot of software reinstalls and will probably take me over a week of my free time with all the personalisation also involved.     I AM FULLY AWARE OF HOW TO DO A CLEAN INSTALL, BUT ---I ASK AGAIN, WHAT HAPPENS NEXT MAJOR UPDATE IF THE PROBLEM IS NOT LOCATED.   Since the 1703 update works fine, WHAT IS DIFFERENT WITH 1709?    

        Those of us that have this problem could face it every year or twice a year or more, who knows.   IT IS WRONG FOR MICROSOFT TO PUSH, WHAT IS FOR THEM, THE EASY ANSWER.  THERE ARE ENOUGH PEOPLE WITH THIS PROBLEM FOR IT TO BE TAKEN MORE SERIOUSLY BY MICROSOFT!    If you were in my position I am sure your attitude would, at a minimum, be as mine.  What happened to "Easy Transfer", we now get a reference to a premium app at about £100, is that service from Microsoft?  I am old, but not senile enough to waste a £100 of my pension, maybe you will draw the odd hundred thousand a week by the time you retire but it will probably cost you a weeks income even then.

        Are Microsoft trying to become A Mac type company?  Keep pushing the similarities and Microsoft will lose out as the "i"Item has an established loyal customer base who endeavour to justify and convert Microsoft users everytime they see someone using Windows.  What is the %age of Windows phones versus iPhones, accessories for "i" devices and so on.  Personally I believe Microsoft have already peaked an they will go the way of all brand leaders, Hoover, Frigidaire and other dominant businesses and countries.   The one consolation is that it is more than 90% probable "I" will go that way too.  You may manage to hang on to the Business Users of Windows until the consumer market finds a replacement and eventually business follow, "I use brand A like all my friends and family and my employer uses pathetic Windows".

        People buy anything based on perceived quality, durability & service and then price.  Price only matters most to those with a limited income who are not the prime consumers most business want.  Everytime Microsoft fails someone then alternative options are seriously considered when a replacement is required.  Be loyal to customers and they will probably be loyal to you. 

        I have never tried the Apple OS but at the moment I am seriously wondering if I should, at £20 it is cheap enough, test as an alternative and see what is the real difference AND BE PREPARED FOR THE NEXT TIME MICROSOFT LET ME DOWN!

       For your information and clarification of the content of this post, I have dual booted the current and last OS since Win XP, played with Linux variations (triple boot) and lately Android as a virtual OS.  I abandoned Linux because my memory is not what it was and at the time the Command line input that seemed to be required. I have had over 20 years of Windows use and that has stuck in memory. I use an extensive list of software for music, photo and video manipulation, CAD and artistic works. Windows will become a useless piece of junk to me if I continue to spend all my time trying to get the latest Update to install or having to reinstall the lot just to get past the latest update.
