I've the same error on two older Systems which stuck on 1703 and can't get 1709.
In both cases I don't use 3rd party virus scanner, I only use Windows Defender.
Mainboard: Asus M3A78-EMH HDMI,
CPU: AMD Athlon(tm) Dual Core Processor 64 X2 4450e,
RAM: 4x1GB Samsung M3 78T2953EZ3-CF7, DDR2-800 (400 MHz),

Having followed your instruction religiously and re-downloaded the 1709 Update using the Upgrade Assistant and now 3 plus hours on it has failed at exactly the same point as near as I can tell.
Only error message was the one related to System Files. affair number of the processes in the 5th section failed to load or complete. I do have a record, not quite in the action sequence due to poor record keeping on my part, and a copy of the Command Prompt entries and results where not given as a separate dialog boxes.
Where do I go from here? Do you have any idea what system files being changed at this 45% in the first boot?
The only reason I persist instead of a clear reinstall is that if something is unique (ish) in my setup causing the problem then it is likely to occur again and again.
I note that Blueice H also has a lot of customisation and probably software.
The rerun of 1703 as a Update was faultless so what is different, same drivers, same setup

Just back on the problem PC and found 2 Help Desk reference, one you have had already the other is 1410284128.
Every failure is at the same point as near as I can tell, a number have the following
"First_Boot phase Sysprep error 0xC1900101 - 0x30018" and other times a more basic message.
Still stuck with 1703 but the build number has altered slightly since I last payed any attention.
Upon checking the system model of your computer, it has drivers which are compatible with Windows 10. You mentioned that you've changed the wireless network card of your computer. The new wireless network card of your computer is Intel Centrino Advanced-N 6230. Upon checking Intel's website, the driver for your wireless card is only compatible up to Windows 8.1. The driver of your wireless network card may be the one that is hindering your computer from updating to the latest version of Windows 10. We recommend that you use the built-in or the original wireless network card of your computer to see if you will be able to update.
Kindly let us know if you're able to update when using the original wireless network device of your computer.

Thank you for the information about the wireless card which like other bits and pieces does not have a specific Win 10 Driver and still uses the same old Win8.
Unfortunately the Broadcom Wireless Card became unreliable especially for Bluetooth, hence the change. I do have another Intel, a N7260 which does have drivers for Win 10, so I will swap the Cards over: I ignored the N7260 because it has some surface damage and is untested but hope it will work OK once fitted. If the N7260 does not work then I shall leave the card out and use a Cat5 connection (unless you advise differently).
My Wacom GP driver is also only Win8 with no later driver than 2015 I believe, I will also uninstall that.
The Radeon HD 8730M caused problems as early as the Win 8 to 8.1 Update so I will disable that too.
In some instance the Windows OS installed drivers are not actually those recommended by Dell so I will change those too. Both the Network Card and the Sound Card drivers are different in reference and date and the Windows ones are slightly newer, a few weeks only but as it is the Dell recommended I will use them.
If it does prove to a driver then I am more than a little amazed that the problem could not be ignored by the setup and reported at the end instead of the lot falling on its face. With Updates this large being frequently issued I think the error reporting needs to be drastically improved, the more things that are fiddled with at any one time then the more likely things will go wrong, "Murphy's Law" and all that!
Thanks for the help and I will try the Update in the next few days, I hope you don't want me to redo all the bits suggested in your earlier post
