Windows 10 re-opens all programs after shutdown / restart?

This apparently has been a problem for users for MONTHS... and To be honest WE ALL have the right to be ROYALLY TICKED OFF. IF I have to reboot my computer it's because there's a program running that's bogging it down... I have 2 very beefy systems one laptop one Desktop. Now, why on Gods green earth would I want to reopen all my previous programs that you know... maybe I COULDN'T Close down due to a system lock-up? What about when it's just simply EASIER to reboot without closing 10+ Smaller programs? Now when you load up I have Chrome (MASSIVE MEMORY HOG By the way) Load up when I reboot or shut down...

"Oh well just close it al----" AHH AHH AHHHHH Did I ask for a smack to the face? DID I ask you to grind my fingers in cheese graters? NO, I shouldn't HAVE to ' close all programs before I reboot'. I want to reboot my computer to reset memory so that I can come back to a fast running computer. My laptop struggles as it is to boot for WHATEVER Reason. Now with this 'Handy Feature' my laptop went from 5 minute boot time to dang near 15. 5 is bad enough, with the specs I'm running I shouldn't have a 2 minute load time. But no Microsoft wants to push out something that's going to make boot times longer... (It's not efficient by the way.)

Taking my Software Engineering classes in school I think Microsoft forgot ONE NIFTY little thing... USER FRIENDLINESS. This is NOT user-friendly.  Maybe if all you have on it is Word and Edge like say at a old company you can get away with it. but the vast majority of people have personal computers on which they play games, do research, school projects, etc. I always thought that you know.... if you're going to add a feature, especially one that people may have PROBLEMS with you'd have a 'Turn this off' ability. But I guess that escaped your Software Engineers Massive brain. Don't get me wrong I understand how infuriating that job can be. That's why we have QUALITY CONTROL Personel. THIS PROBLEM Made it through ALL rings of your software engineering team. THATS Inexcusable. FEATURES are that FEATURES They need a 'I don't want this' option. Stop making excuses and fix the crap. I don't care if MacOS People have been asking for it for years or not.

I can't wait for the lawsuit:

Guy watching porn on family PC, is interrupted and shuts down PC.  Forgets (or perhaps DOESN'T KNOW!) that Win10 OS will reopen his previous session on next boot.

7am next morning he's asleep in bed, his 7 year old kid fires up the PC; kid is shown a re-run of his fathers porn fetish from the night before.

MS settle lawsuit out of court, undisclosed yet perceived massive settlement payment.

MS have a staff shakeup.

This is a new feature, though there is a known bug in this feature and Microsoft say they are working in it

For the moment, to stop this happening:

Go to Settings - Accounts - Sign-in

Go to Privacy and turn this option off 'Use my sign info to automatically finish setting up'

This does not fix the issue or change the behavior.

Several people on this thread have said that this fix does not work.  However, it does work if you have done an update that was released in January.  There's more detail of that in another thread on this site.  I have just checked it, and it works for me.  

However, there's a remaining issue that you can't do it on an enterprise-managed machine.  And, to state the obvious, the setting to turn it on and off needs a less opaque name - no-one looking for a way to stop this behaviour would think of changing that setting unless they'd ploughed through the support sites and found a thread like this.

I have all updates applied including the 2018-03 rollup, and this fix DOES NOT work.  It only delays the restart of programs until after I have logged in.

Still waiting for MS to remove this garbage, I mean who on earth would think this would be a good idea?

There are so many problems that people have and can easily been seen. For example I shut down my PC and booted it up this morning and it opened up youtube and started playing my music I was listing to early in the morning waking everyone up.

People on slow computers now have to wait even long to boot up because it's trying to launch unwanted programs you were finished with the previous day.

People on laptops with 5400rpm drives now runs even slower.

People without SSD's.

People with not enough ram and hogs it all at the start of windows booting.

The list goes on...

It really makes me want to switch to something like a mac... AND I HATE MACS.
