Windows 10 re-opens all programs after shutdown / restart?

Exactly...I thought I was insane when I rebooted for the first time and everything reloaded. I thought I changed a setting somewhere.  This ASSUMPTION that people want things this way for a critical thing like rebooting is asinine...when I reboot, I want it to work as it has worked since DAY ONE.  Shutdown all my apps and when Windows restarts...it should NOT OPEN ANYTHING I do not have in my startup settings.

PLEASE...PLEASE...PLEASE...make this an option...Microsoft makes options for everything else...yet this they do not.

They've made this an option, albeit a pretty stupid way to implement it in my opinion.

 - Click start, search for sign-in options

 - Scroll to the bottom and make sure "Use my sign-in info to automatically finish setting up my device after an update or restart" is set to Off.

Confusing name right? I can totally see how some people would want the computer to pickup where you left off after windows forced an restart after an update. The name doesn't seem to really reflect the behavior at all.

This option is not available on my domain connected PC.  I'll have to take it up with my IT department, but I've seen in some posts in this thread that this does not work.

No one was asking anything  about this cool features. Since fall creators update my pc was devastated: 

-this feature is useless 

-cortana is completely useless and bugged, with the white bar seraching everytime

-the new awesome power manager provided by microsoft transformed my ultrabook into a desktop pc: before update it had 10h of juice, now 3h/5h

-Windows defender, after the update, found a virus and instead of  starting an offline virus scansion  with my permission, it started a dell tool for restoring my pc and restored it ereasing 1 week of work on a mems that i was designing.

I have the wright to get what i want from my pc and not to get imposition from the above; this unwanted features has to be freely deactivable by users.

For me microsft is loosing a lot of points, i need to use microsoft because i use some professional tools, but now a days this tools are working better than before under mac os, for the next pc windows won't be a key choice

Besides the shortcut key, none of the other suggestions work.

This is a really piss poor implementation as I can be working off a thumbdrive and I don't want Windows to go on a wild hunt for the file when I restart.

The response from Sher Amo though... wow. If there's any example of a level one tech walking cluelessly into a discussion and offering the most basic troubleshooting suggestions when the discussion has progressed beyond...
