Windows 10 re-opens all programs after shutdown / restart?

Running Windows 10 Pro, v1790, build 16299.19

After a recent Windows update my computer now re-opens all programs I had open prior to restarting.

I've seen some registry hacks and workarounds on the internet but I just want the option to turn this off natively within Windows without workarounds.

How do I do this?

    Hello dear , below  is simpe procedure for fully shut down you pc .

    1. Go to control panel.
    2. Click on power options.
    3. Then click on what the power buttons do.
    4. Select change settings that are currently unavailable.
    5. Uncheck the the box turn on fast starup.
    6. Click on save changes.

    no such setting?

    Wonder how many people lose battery late at night on an adult website, then go into the office the next day, plug in their laptop and power it on forgetting what was last on it. Or worse, plug into a projector in front of a classroom or conference.

    I want to turn it off for my older family members, because they get those 1-800 scareware pop-ups and don't know how to get rid of it. So, they restart the computer, only to have it open again. If they aren't computer savvy enough to end task on it, and unplugging a computer was their solution. All the instructions for different ways to shutdown to close programs are meaningless.

    I think that last statement was going a little far. At least there are workarounds until MS gets its act together.

    Using different shutdown methods or a shutdown script aren't workarounds for the two situations I have mentioned (laptop battery dying or unplugging because of scareware). Wouldn't that clearly make those instructions meaningless for both those circumstances?

    For a couple of rare-use cases, you are correct. Statistics don't favor the individual.
