Windows 10 re-opens all programs after shutdown / restart?

This is a new feature which arrived with the fall update/upgrade, there is no way currently to turn it off but if you close all open programs they shouldn’t then reopen upon restarting.

Why is it, whenever the imbeciles in charge at M$ introduce a new 'feature', it's always something that A) takes even MORE control away from the end user, and B) inevitably makes the computing experience worse?!?

I've been, off and on, a tech support rep for various computer companies for over two decades.  Being able to do a clean reboot is literally STEP ONE in the troubleshooting process.  This one little, completely useless, and utterly **** "feature" is quite probably the single most irritating "feature" that M$ has introduced...and that's saying something, considering I've been using Windows since the 3.1 days.

I am using Windows 10, NOT a Mac, and I certainly haven't asked for this sort of rubbish request at any time in the 30 years I have using Microsoft OSs!  I have come here after spending (wasting) my time hunting out the problem that I have been receiving messages at logon that I am attempting to load multiple copies of Outlook 2016!  I have been searching Task Manager, Start-up tab and registry Run entries in attempt to track down the multiple load attempts.  All to no avail because some morons at Microsoft have decided that they will configure my machine WITHOUT my knowledge or approval!  The responsible approach to implementing this 'feature' is to add it to the OS release with the default setting in the OFF position.  Then Microsoft lists it as a NEW feature in press releases so that customers can ACTIVATE it (turn it ON) if THEY CHOSE TO DO SO.

Your advice, 'What you should do is close all your programs before shutting down', is NOT applicable to all readers of this thread.  Also, many utilities and programs are running minimised to the tray and hidden.  If you think people are going to hunt around through the application list in Task Manager and then 'kill' ALL running exe file one at a time you clearly have very little to occupy your time!  In my case I use logoff or shutdown to exit a session.  Then because I use a startup launcher utility, I have configured the exact applications to launch in the exact order with the exact sequence of delays that I want to have my applications running, some full screen, some windowed and some minimised as I WANT.  This sort of arogant and illogical feature implimentation is a precise example of everything that intensely irritates Microsofts customers.

Microsoft needs to forget this sort of 'children's toy' feature and concentrate on the Edge browser synchronization facility which STILL does not work after a YEAR or more of development which means that Edge is still NOT a replacement for Google Chrome!!!

Why is this a thing? Who in gods name thought, yup we need to restart every program on a restart?

You know perhaps a restart is to clean everything down, as you know, your product is pretty rubbish at times, and not to have everything come back.

Or even if you think this is an amazingly good idea have a way to stop that stupid behaviour? Aka stop being a nanny to people who don't need it. I still think there should be a button that says let me be a grown up and i'll take the consequences...as perhaps after 20+ years in IT i should know what I'm doing and if I don't then more fool me.
