Windows 10 re-opens all programs after shutdown / restart?

This has recently started happening to me and I would add shutting stuff down before hand does not work as I always shut everything down before shutting windows 10 down. It will always open the last thing I viewed in my browser together with other programmes and I only have essentials in the start up programmes. I thought it might be related to my recent disabling of fast start up. I went into shutdown settings ( which is at - Control Panel\All Control Panel Items\Power Options\System Settings) thinking I would go back to fast startup only to find that normal start up is no longer an option.The only settings are

1-turn on fast start up

2-sleep

3-hibernate

4-lock

and sleep and lock are selected but all is greyed out so can't make changes. I suspect if I find a way to re enable fast start up this problem will go away but I disabled fast start up in the first place because it was causing another issue which annoyed me (can't remember what it was). It's as if microsoft are forcing me to use fast start up. I hate these programmes being open when I start up. Shirt I don't even like it when Firefox takes me to my last browse, if I hadn't finished I wouldn't have closed it. I think I must be slightly OCD but anyway, I just find this extremely annoying.

 I think they're inventing and adding stuff to windows 10 just for something to do or maybe to justify their employment.

EDIT- I just remembered why I disabled fast start up in the first place. When I shut down windows would often re start so I turned off fast start up after reading a thread about it. It worked, but now this.

I thought it had something to do with me having windows on an M.2 Drive because i had thought the drive was the reason why i could not flash my bios... because every time i tried flashing my bios (without adequate help from Asus)  my M.2 drive was no longer detected by the MOBO after each attempt, had to clear cmos every time. but anywho i got to finally flash the bios with forums like this.. had to use Brenamer .. but long story short now... I had shut down windows.. unplugged almost everything that i had to to remove the M.2 Drive and flashed the bios successfully...OCed the CPU and put everything back.. restarted and Windows opened up to how it looked before i shut down.. i kinda like the feature.. its like Xbox Instant On almost.

nope, i've never had hibernate enabled. i have to use shortcuts to shut down without saving state. stupid workaround, but it works.

I usually use hibernate (a bit hidden now, in the pre-SSD era it was a godsent). But I noticed the hibernate-like shutdown on my son's PC today and didn't understand it. I thought shutdown was the same as power-off so you'll get a clean slate (he was suffering from popups in chrome windows which I thought would be gone after a shutdown + reboot). Anyhow after a reboot the hidden chrome.exe processes were still there. But, when using a Restart they disappeared. So the Restart is the good-old shutdown + power on. And that makes sense. So shutdown = (really) hibernate, and restart is what you guys are looking for. At least, it seems to be like that to me.

How about Microsh*t quit FORCING THESE GD UPDATES on everybody? How dare you mess with something people have paid high dollar for. IF I WANT SOME COMPANY'S USELESS UPDATES, I WILL ASK FOR THEM!!!!

I am really starting to hate Microsoft. Actually you guys have sucked ever since you closed down your flight simulator department after sucking everyone into the hobby for 20 years and then just abandoning them.

Very lucky for you guys you have the hegemony on PC computers and that other systems are a total pain to operate and have very few compatible things people need.

You guys are just like Greyhound Bus. You're basically the only game in town so you feel you can do whatever you want to customers and they gotta keep eating the crap you feed them year after year.

You guys need to look long and hard at your company because some day another company is gonna come down the pike that leaves you all SOL. But you'll have made your billions by then, so what do you care, huh?
