Windows 10 re-opens all programs after shutdown / restart?

Exactly...I thought I was insane when I rebooted for the first time and everything reloaded. I thought I changed a setting somewhere.  This ASSUMPTION that people want things this way for a critical thing like rebooting is asinine...when I reboot, I want it to work as it has worked since DAY ONE.  Shutdown all my apps and when Windows restarts...it should NOT OPEN ANYTHING I do not have in my startup settings.

PLEASE...PLEASE...PLEASE...make this an option...Microsoft makes options for everything else...yet this they do not.

Shouldn't user friendly mean, letting the user decide if he wants such a feature on or off?

Anyway in my case it's specially anoying, some programs like Visual Studio need to be run in admin mode, but after a shutdown, they are being restored under my login credentials.. duh.. Making my startup longer and effectively helping me nothing

This is a new feature which arrived with the fall update/upgrade, there is no way currently to turn it off but if you close all open programs they shouldn’t then reopen upon restarting.

I have every program closed, but, unbeknownst to me, Microsoft keeps its own Microsoft Word running somewhere in deep background. So, when I turn on the computer, I get 4 or 5 editions of MS Word trying to open some damn dumb template. It is a pain to close them every time I start the computer. (It reminds of that scene in the Harry Potter movie when all of the pots start replicating themselves in the vault in Gringots.) 

My only solution is to open task manager just before I shut down my computer. I then look the "Details" tab and delete all entries for MS Word. What a stupid pain, but that is the only way I get the fresh start that I should get when I start my computer, without having to spend the first 5 minutes shutting down these crazy re-starts of MS. Word.

I am sure someone loves this feature, but it is a total pain to me. Please hurry up with an option to turn this feature off.
