Windows 10 re-opens all programs after shutdown / restart?

Running Windows 10 Pro, v1790, build 16299.19

After a recent Windows update my computer now re-opens all programs I had open prior to restarting.

I've seen some registry hacks and workarounds on the internet but I just want the option to turn this off natively within Windows without workarounds.

How do I do this?

    Wonder how many people lose battery late at night on an adult website, then go into the office the next day, plug in their laptop and power it on forgetting what was last on it. Or worse, plug into a projector in front of a classroom or conference.

    I want to turn it off for my older family members, because they get those 1-800 scareware pop-ups and don't know how to get rid of it. So, they restart the computer, only to have it open again. If they aren't computer savvy enough to end task on it, and unplugging a computer was their solution. All the instructions for different ways to shutdown to close programs are meaningless.

    Hello dear , below  is simpe procedure for fully shut down you pc .

    1. Go to control panel.
    2. Click on power options.
    3. Then click on what the power buttons do.
    4. Select change settings that are currently unavailable.
    5. Uncheck the the box turn on fast starup.
    6. Click on save changes.

    this feature maybe good for home desktop systems, but i don't think it's good for laptops where they are personal yet go on to public and workplaces often, where certain programs or webpages you don't wish others to see... :D, they are not necessarily bad but with personal preferences.

    The way i deal with this is to alt+f4 spam before shutdown, and it's working well so far :D

    I usually use hibernate (a bit hidden now, in the pre-SSD era it was a godsent). But I noticed the hibernate-like shutdown on my son's PC today and didn't understand it. I thought shutdown was the same as power-off so you'll get a clean slate (he was suffering from popups in chrome windows which I thought would be gone after a shutdown + reboot). Anyhow after a reboot the hidden chrome.exe processes were still there. But, when using a Restart they disappeared. So the Restart is the good-old shutdown + power on. And that makes sense. So shutdown = (really) hibernate, and restart is what you guys are looking for. At least, it seems to be like that to me.
