Windows 10 1709 (Fall Creators Update) failed update

I checked for updates on my HP x2 612 laptop today and it started downloading the Fall Creators Update - Windows 10 1709.

It got through the download and finished the install and prompted me to reboot the computer.

The computer rebooted and is now stuck in an endless loop with the message "Windows could not complete the installation.  To install Windows on this computer, restart the installation" and an OK button.  Clicking the OK button just restarts the computer and brings back the message.

I am unable to boot into Safe Mode as I get a message that Windows cannot install in Safe Mode with an OK button that brings up the original message after a reboot.

The 2 year old laptop came with Windows 7 and was updated to Windows 10 1703.  The laptop does not have a restore partition.  There is no data on the laptop that needs to be recovered.  Clean machine without anti-virus software ever except Windows Defender and no HP software. 

Windows does not load, so it is limited what programs I can run.

I am able to get to a cmd prompt from the Troubleshooting area of the BIOS, but do not know how to roll back to the previous Windows build from there or if it is even possible.

Unless somebody has a workaround to either install the upgrade or roll it back to the previous build it looks as if this Windows update has bricked my laptop.

In my case there was insufficient space in the system partition and I had to delete language folders from the system partition to free up space.

I used the following fix from Microsoft (https://support.microsoft.com/en-us/help/3086249/-we-couldn-t-update-system-reserved-partition-error-installing-windows)

The description is for fixing issues with installing Windows 10 on a Windows 7 or 8 computer but the worked for me installing the Fall Creators Update on a Windows 10 computer.

NOTE:

In my case I have a GPT partition.  The fix has you mount the system partition and give it a drive letter of "Y" and then open File Explorer to delete the language folders. 

I was unable to find the "Y" drive in File Explorer so I had to navigate to each language folder through the command prompt, delete the files in the language folder (del *.*) and then delete the folder (rd <folder name>)

    Update

    Hopefully this will be of use to everybody

    It is a business machine on a network I am trying to update

    I decided to search through the registry and noticed that we had done installs for the graphics card from a network location \servername\Applications\CardDrivers

    I searched the network for the inf files to no avail but found afamgt.sys sitting in an old lotus notes install directory.

    \servername\Applications\Lotus Notes

    I decided to unplug the network reboot use the normal windows update and hey presto the machine has updated

    I'm wondering if the update looks everywhere for the files, so if you have an external drive nas etc maybe it is seeing the files on there.

    It would be ideal if instead of just saying the files are not compatible  Microsoft could point to where they are. If the above is true and in my case I am pretty sure it is, I would not have spent the best part of two days messing about with this machine.

    I know I could have done a fresh install, but I should not have to. Having two machines with the problem so far I don't want to be wiping them.

    I think that the person who pointed out the oemxx.inf files having a problem is on to something... and your post is on the same path...

    I would hope that Microsoft could hear these "cries from the front" and solve this issue with a utility....  Look for bad drivers, delete them, and then unblock them....  A really nice solution would be to add this to the update troubleshooter

    Had to run the "hide or show updates" tool again for my mom's pc...had run the tool a couple months ago, but it must've expired and 1709 was trying to download and install again.  The count was 9x of a download then install failure when she realized what was bricking her pc again.

    What happens when the next update comes out?  1810 or something?  Will it fail, too, because its installation is reliant on 1709?

    Come on Microsoft, let's pony up and do something.  Asking people to try the "fixes" that they are suggesting is asking a regular Joe to go above and beyond what he/she should ever have to deal with.

    Most ppl are not comfortable messing with .inf files and registry keys.  And honestly, they should never have to.  Ridiculous. 

    I've heard so many ppl jumping ship and getting Macs because they rely on computers to do business like I do.

    If a stupid, mandatory update is going to brick untold numbers of machines, you just cannot take that risk.  I know I wouldn't.

    After being encouraged by the first machine I got going the next still complains about the Dell Storage Drive KB  941024

    No solution here just hoping somebody will see something that I am not

    I found that the install logs seem to be here now

    C:$WINDOWS.~BT\Sources\Panther

    Still complaining about oem25 and 26 blocking

    I deleted these files emptied them from Recycle bin but I have noticed they reappear
