Same problem here with awaiting restart for KB4074588, but none of the fixes were working until I uninstalled Office Basic 2007 (along with the Office updates and service packs).
After that I was able to uninstall KB4074588 (after many reboots).
Paused Windows updates and told it to uninstall KB4074588 and KB4074595 (Adobe security installed the same day as 4074588) and rebooted. On startup it was "Setting up updates". Started at about 12 stages.
The two KBs were still listed in Uninstall an update so I would "uninstall" them again and reboot. On startup it was "Setting up updates" with one less stage. Kept doing this until 2 stages left when it finally completed and the two KBs were no longer listed
in Uninstall an update.
Un-Paused updates and it added KB4090913, KB4090914 and KB4087256 to installed updates.
KB4074588 is now listed as Failed in Update History with the code 0x80070643 and not listed in Uninstall an update.
Tried manual install of KB4074588, but it spit out "the update is not applicable to your computer".
The OS Build is now 16299.251 (started out at 16299.192), so it should be installed.
KB4090913 is also listed as Failed in Update History (error code 0x8024000b), but is listed in Uninstall an update.
Reinstalled Office 2007 and let it update.
So far (a few hours later) no problems.
Thank you, but frankly, I'm not about to go thru all of that to "fix" Microsoft's failures. The updates will continue to not "complete" until they fix it.
