We couldn't finish installing updates (KB4074588), error 0x80070bc2

I upgraded Windows 7 to Windows 10. The cumulative updates worked until December 31st 2017. After that my PC didn't install any cumulative updates. 

The cumulative updates fail to install due to a possible Windows Update Database Corruption. This can't be repaired with DISMand SFC (System File Checker). 

Reinstall Windows 10 on a new C:\ partition. During installation delete the C:\ drive and the System Reserved Partition. Now create a new C:\ partition from the entire unallocated space. Suppose your C:\ partition was 100GB and System Reserved partition was 500MB. So your new C:\ partition will be 100.5GB. Install Windows 10 on this new partition.

After a fresh install everything would be fixed.

I have tried all the solutions to fix like using the DISM tool and SFC /scannow. But none of the tool fixed the problem. Windows update troubleshooter reported a Windows Update Database Corruption. In my case none of the cumulative updates installed in 2018.

I actually upgraded from Windows 7 to Windows 10. Almost a year later I did a clean install of Windows 10 but didn't delete the old 'System Reserved' partition. The new Windows 10 installation was using the old 'System Reserved' partition. And the cumulative updates still didn't install even after a clean install.

My Suggestion: Clean install Windows 10 by deleting the C:\ drive partition in Windows 10 pre-installation environment. Delete both the C:\ drive partition and the System reserved. Create a new C:\ partition and also claim the unallocated space of old System Reserved partition. Suppose if your C:\ drive was 100 GB and SR partition was 500 MB then your new C:\ partition size would be 100.5 GB.

Install Windows 10 on this newly created partition. Windows 10 will create a new SR partition automatically. I guarantee you after using this method you will be able to install all Windows 10 cumulative and security updates.

If you are currently experiencing the 0x80070bc2 error while attempting to install KB4074588, please try this:

1. In the search box on the taskbar, type cmd.
2. Right-click Command Prompt in the search results and select Run as administrator.  (Select Yes, when prompted by the User Account Control.)
3. In the Administrator: Command Prompt window, type the following command and press Enter:

SC config trustedinstaller start=auto 4. Restart the PC.

In some cases, a second restart may be required. If you look under Settings > Update & security and you see the message Status: Awaiting restart, restart the PC a second time to complete the installation.

FINALLY!!! After at least 7 different suggestions found on the Internet and from this forum a suggested solution that worked!! Thank you, Paul, you are the only one that actually could solve this issue. It took a long time for the computer (a Dell Desktop 8920) to complete this process, and I have an extremely fast Internet connection, but the wait was well worth it. My computer is now updated to latest build16299.251 and no updates are showing failed or "restart" messages to install! Yipee...
