Windows 10 Cumulative Update KB4054517 fails to install error 0x80070643

We just got our "second Tuesday" updates (12/12/2017) on our W10 machine running V1709.

The cumulative update KB4054517 failed with an error code of 0x80070643.

The only thing we've discovered so far is that this machine will not display our other 3 PC's on the network when we select "Network" in File Explorer.  But all three other PC's can "see" and access this PC no problem.  And we ran a batch backup job on the affected PC and it was able to copy files from all three other PC's.  So it's just a display problem in File Explorer -> Network.  

We've run Windows Update Troubleshooter and told it to Apply Fixes whenever it prompted us, and it DID report that it found and fixed three issues:

Potential Windows Update Database Error - Fixed

Windows Update Component Must Be Repaired - Fixed

Check for pending updates - Fixed

After exiting the Troubleshooter, we clicked on "Check for Updates" again and it said "Your device is up to date". 

We noticed that the build number after the "failed" update had changed to 16299.125.  So the system thinks it DID install something newer than it had before, but Windows Update thinks the cumulative patch failed to install.

BTW, the other "Second Tuesday" patches (Adobe Flash KB4053577 and Windows Malicious Software Removal Tool KB890830) both installed OK.

    See if the steps below resolve your issue.   I would probably make a new System Restore Point before making any changes.

    Windows Update

    If the error message presides in your Windows Update window, we will change some settings and check if the problem gets fixed.

    1. Press Windows + S to launch the search bar of your start menu. Type “gpedit.msc” in the dialogue box. Right-click on the first result which comes forth and select “Run as administrator”.
    2. Now navigate to the following path using the navigator present at the left side of the screen.

    Computer Configuration/ Administrative Templates/ Windows Components/ Windows Update

    1. Once in the correct file path, find the item named as “Configure Automatic Updates” at the right side of the window.

    1. Double-click the entry to open its settings. Now mark the setting as “Not Configured”. Click Apply to save your changes and exit.

    1. Check if your problem got fixed. A restart might be required in order for all the effects to take place.

    WARNING       WARNING

    I have 3 computers, desktop, laptop and All-In-One.

    The All-In-One crashed after 1-9-2018 updates were installed (1-9-2018 @ 1:10 PM EST) and a Restart was attempted,  (I don't really know if they were actually installed) 

    One restart I was forced into recovery options with only one option that worked/responded and that was to reset the computer, it's saves your documents but you have to reload/install all your programs that didn't come with your computer.

    These are the two updates I attempted to install  that were listed after a "Check for updates", which one failed I don't know:

    Update:

    New Intel CPU did all the updates after using the QualityCompat fix. Unfortunately, on the last reboot, CPU went DOA due to mechanical failure.

    Old AMD, fix still did not take it past KB4051963.

    KB4054517 says it's not for this computer. KB 4056892 ended after updating with a small, blue window in the middle of the screen. Restored to the KB4051963, and applied the Windows update fix that lists what the updates are for you to choose.

    My AMD did an update on re-boot, and stopped at the boot logo.

    In trying to fix an AMD chip security issue, MS ended up shutting down a lot of AMD systems. Current updates causing this are being pulled by Microsoft. ALL computers world wide are affected by security issues in the chips - please read the following to understand what is happening.
