That's basically what I did.
Tried everything in these posts over a period of 3 days.
I put off using the Windows Media to reinstall because I originally had a Windows 8 recovery disks and didn't want to re-install that.
Finally I just gave up and used the downloaded Windows 10 Media on a USB memory stick and manually re-installed it, I found at the same website your link pointed to.
It installed Windows 10 Home, I had Pro. Worked great, of course what I did wipes all your documents, setting, programs etc. But since I have two other computers which were successful with the KB4054517 update I still had all the documents, web favorites and etc.
It was an older computer and thought I would make it a clean start, get rid of all the accumulated garbage.
My computer is now working great.
And it finally updated my computer to Windows 10 Pro.
