Windows 10 Cumulative Update KB4054517 fails to install error 0x80070643

We just got our "second Tuesday" updates (12/12/2017) on our W10 machine running V1709.

The cumulative update KB4054517 failed with an error code of 0x80070643.

The only thing we've discovered so far is that this machine will not display our other 3 PC's on the network when we select "Network" in File Explorer.  But all three other PC's can "see" and access this PC no problem.  And we ran a batch backup job on the affected PC and it was able to copy files from all three other PC's.  So it's just a display problem in File Explorer -> Network.  

We've run Windows Update Troubleshooter and told it to Apply Fixes whenever it prompted us, and it DID report that it found and fixed three issues:

Potential Windows Update Database Error - Fixed

Windows Update Component Must Be Repaired - Fixed

Check for pending updates - Fixed

After exiting the Troubleshooter, we clicked on "Check for Updates" again and it said "Your device is up to date". 

We noticed that the build number after the "failed" update had changed to 16299.125.  So the system thinks it DID install something newer than it had before, but Windows Update thinks the cumulative patch failed to install.

BTW, the other "Second Tuesday" patches (Adobe Flash KB4053577 and Windows Malicious Software Removal Tool KB890830) both installed OK.

    You may have a point here.

    My OLD computer with an Intel Motherboard and the 945 Chipset, did all the updates perfectly !

    Both computers having issues, were AMD machines. Conspiracy?

    Nope I have a 4 months old HP laptop with 7th gen Intel core i3.

    I feel like I'm the only one with a relatively recent computer. Hmm... conspiricy?

    Note: I do NOT do updates with any AntiVirus Programs (Except Microsoft's) installed.

    Also, I rename WindowsPowerShell (in System32) plus (if 64 bit - in SysWOW64) to WindowsPowerShell.bak

    Updating another Intel CPU. (I'm a Computer Repair Service)

    A check for the HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\QualityCompat was found missing !

    So it appears not only AMDs have the issue.

    Have Exported the Key from another CPU that has the Key, and now use to`Fix' those CPUs without.

    Currently updating the Intel system, plus a Reset on the original AMD system which will now have the `Fix' and see if both now update without issues.

    If this now works, thanks to the person who found this. MS owes you lots of $ !

    Will update later on how things went.

    I was FINALLY able to resolve this issue. It's been driving me mad for months. I've done clean installs of windows twice now and then ended up with these updates not installing and sitting on the restart state.

    I went here: https://www.microsoft.com/en-us/software-download/windows10and clicked on "Update Now" I saved the file and ran it. I chose install windows keeping apps and files.

    The install ran and finally brought me back to windows, but I was still at the same windows version! I checked windows update and let it download whatever needed to be updated and they actually installed this time. Whew!
