My build is 16299-98. I did receive a message saying the update is not applicable to my build. How do I update that? I am not technically minded, I do appreciate any help I receive.

We just got our "second Tuesday" updates (12/12/2017) on our W10 machine running V1709.
The cumulative update KB4054517 failed with an error code of 0x80070643.
The only thing we've discovered so far is that this machine will not display our other 3 PC's on the network when we select "Network" in File Explorer. But all three other PC's can "see" and access this PC no problem. And we ran a batch backup job on the affected PC and it was able to copy files from all three other PC's. So it's just a display problem in File Explorer -> Network.
We've run Windows Update Troubleshooter and told it to Apply Fixes whenever it prompted us, and it DID report that it found and fixed three issues:
Potential Windows Update Database Error - Fixed
Windows Update Component Must Be Repaired - Fixed
Check for pending updates - Fixed
After exiting the Troubleshooter, we clicked on "Check for Updates" again and it said "Your device is up to date".
We noticed that the build number after the "failed" update had changed to 16299.125. So the system thinks it DID install something newer than it had before, but Windows Update thinks the cumulative patch failed to install.
BTW, the other "Second Tuesday" patches (Adobe Flash KB4053577 and Windows Malicious Software Removal Tool KB890830) both installed OK.

2017-12-14T03:24:15+00:00 Windows event viewer is showing that KB4054517 was successfully installed on 13/13/2017 1:36:52. Windows update log shows it failed to install. OS build is now 16299.125.
I assume OS was updated and problem is with update log. The only relevant fact I can see is the update ran unattended overnight and i the morning I had a error message about a job that failed to start. Unfortunately I did not make not on the error message and simple closed windows and restarted. Update showed that KB4054517 install was pending a restart, which I then did and received the error message that it failed to install. That was approx. at 1pm local time.

1- Disable automatic update
2- Clear temporary files running "Disk Cleanup" (you should clean up all system files too)
3 - Download and run this utility from Microsoft: https://support.microsoft.com/en-us/help/10164/fix-windows-update-errors
4 - Run the Windows update repair tool (the built-in utility you'll find in "Settings" https://www.microsoftpressstore.com/articles/article.aspx?p=2467489)
5 - Download and run the KB4054517 offline installer (https://www.windowslatest.com/2017/12/13/direct-download-links-kb4054517-windows-10-build-16299-125/)
6- Reboot and re-enable the automatic Windows updates. Check and you'll find the KB4054517 is now properly installed
I don't know if all the cleaning and repair tools are strictly necessary, but I did the above and it worked.

2017-12-14T00:21:20+00:00 I got Microsoft to call me and basically they loaded a Win10 ISO and
reinstalled it. I kept all the apps and user settings, their was a option for that,
I thought you could keep the user setting only.
Ran fine after that
