We just got our "second Tuesday" updates (12/12/2017) on our W10 machine running V1709.
The cumulative update KB4054517 failed with an error code of 0x80070643.
The only thing we've discovered so far is that this machine will not display our other 3 PC's on the network when we select "Network" in File Explorer. But all three other PC's can "see" and access this PC no problem. And we ran a batch backup job on the affected PC and it was able to copy files from all three other PC's. So it's just a display problem in File Explorer -> Network.
We've run Windows Update Troubleshooter and told it to Apply Fixes whenever it prompted us, and it DID report that it found and fixed three issues:
Potential Windows Update Database Error - Fixed
Windows Update Component Must Be Repaired - Fixed
Check for pending updates - Fixed
After exiting the Troubleshooter, we clicked on "Check for Updates" again and it said "Your device is up to date".
We noticed that the build number after the "failed" update had changed to 16299.125. So the system thinks it DID install something newer than it had before, but Windows Update thinks the cumulative patch failed to install.
BTW, the other "Second Tuesday" patches (Adobe Flash KB4053577 and Windows Malicious Software Removal Tool KB890830) both installed OK.

Update KB103721 has disabled 2 pc's and my laptop. Unable to reset pc's and laptop failed during install, restarted and froze on restart.!!!
Had someone who went thru the latest Updates, and when it ran into what should have been routine, now it leaves her computer at the Login Screen, with trouble codes all over. Thats not GOOD.
Am hoping Microsoft soon releases a fix and a workaround for this. Otherwise, we're gonna have billions of not happy people.

I simply reinstalled Windows 10 using Windows 10 Media. A very big 'thank you' to those who suggested this route. It took less than 3 hours for the auto installation to complete and finally the update problem went away. All my personal data (icons, favorites, etc.) were preserved and so I was quite happy with this whole exercise. Microsoft should never have done this to its users!
Having the same issue, this is the third time i am having problems installing windows 10 updates.
tomorrow i will try downloading it manually.
but honestly, i am starting to consider going back to W7.
All this is FINE if you had not placed faith in that Microsoft Updates, have no effects on currently installed software. Updates that fail, should allow YOU to roll them back, and mark them to never run. You could do that in Windows 7. So why did that function get removed from Windows 10?
Additionally, by now, the log should reflect that, and remove failed entries.
Beyond that Microsoft should be expected to investigate and release a FIX as they commonly do, for the end user. NOT registry hacking, as that is beyond the norm, and nor should the end user expect to have to perform such steps as being so routine.
Microsoft seems way too focused on integrating NEW applications to wow the user. Not everyone cares about new things, but fixing old things should be the top priority.
That's why Windows Update was created in the first place, to fix the remaining bugs and holes in the overall system, that keeps things running smooth.
