first ..take the keep apps and user setting on the install

QUESTION: When you select "Keep personal files and apps" from the windows 10 software-download website, does it really preserve all your existing accounts (including local accounts), personal files, settings, and (especially) your installed applications, both Microsoft and 3rd Party?
If so, we think this might be a good "Plan B" when the Windows Update software messes things up, which seems to happen more and more often since they introduced the new Unified Update Platform and started making changes to Windows Update in the spring Creators Update.
For example, last week we were dealing with a false positive from Windows Update (it said it had installed a feature update when it really hadn't), and this week we're dealing with a kind of false negative (it said it didn't install a cumulative update, when it essentially had).
It's never a dull moment with Microsoft, but we are an elderly retired couple just trying to keep our PC's current. We don't really have that much time left on this earth that we can afford to be pulling all-nighters every second Tuesday and every feature update just because Windows Update doesn't perform its only duty properly!
