PDF files will no longer open on Windows Phone - Can't Open on EDGE

I've researched, cleared caches, and downloaded other PDF readers from the store to no luck ...

Since fixing a MAPS error with a Hard Reset, I've found that I can't open PDFs on my phone anymore. With Windows 10 on my Lumia 650 phone, the default/only way to see PDFs were (add still are) through EDGE. 

When I click the file, whether it's on- or off-line, it would appear to proceed and open how it use to but end up saying: 

Here is the converted link from an offline PDF file that accompanies the Message above (..the same prefix appears with online PDF files):

When I email this and other PDFs to myself or click on PDFs online and open them on my PC, I'm able to see the file through EDGE without problems/error/issue.

    received confidential tech drawing pdf attachment via whatsapp, there is no possibility to save, send via email, or open in another application, Foxit does not help as Windows Mobile 10 only allows opening in the disaster that is Edge.

    When I save the file to the local storage, it does not give the option to choose an app, it uses the default program which is still Edge, but I confirm that Foxit gives you the option to open the file within the app so that workarounds the default program association. 

    Yes, but that's no good if you can't download or save the file in the first place. 

    I would also like to point out that Foxit is not able to open more than one PDF at a time. While I hate Edge, it did have the ability to maintain multiple instances of PDF files simultaneously. I only had to switch between them. While the Foxit "solution" makes it possible to at least open a PDF, it is not remotely adequate for my needs.

    Anything I've been able to download, I placed my finger on the file and hold it. After a second or so, a dropdown list pops up, and "Download" is an option.
