I've researched, cleared caches, and downloaded other PDF readers from the store to no luck ...
Since fixing a MAPS error with a Hard Reset, I've found that I can't open PDFs on my phone anymore. With Windows 10 on my Lumia 650 phone, the default/only way to see PDFs were (add still are) through EDGE.
When I click the file, whether it's on- or off-line, it would appear to proceed and open how it use to but end up saying:
Here is the converted link from an offline PDF file that accompanies the Message above (..the same prefix appears with online PDF files):

When I email this and other PDFs to myself or click on PDFs online and open them on my PC, I'm able to see the file through EDGE without problems/error/issue.

Was able to view by saving to documents, then opened with PDF. However this is NOT THE SOLUTION. The solution is for Microsoft to fix this issue.. I use my phone for business and have been a very faithful customer. However I am about to finally give up and move on with mobile.
I'm travelling tomorrow morning on the train and needed to be able to show the PDF on my phone with my barcode and ticket information! But as I can't open PDF's anymore I had to save it as a word-file on my laptop and copy it to the cloud, then download it again to the phone, before it would open.
If you have a lot of train-tickets, this will quickly become painful!
I am having Microsoft Lumia 950XL and am facing the same problem since many days. After reading the comments on this forum I am able to manage mine. I copied all pdf files kept in one folder from SD card to phone and then open Adobe acrobat reader. There were three options once adobe reader is open under the "Places" tab; phone, SD card & Document Cloud. I tap on option 'phone' and it uploaded all pdf files that was copied on the phone with in adobe acrobat option 'phone' . Now I am able to open through Adobe acrobat reader. Adobe reader was unable to pick from SD card (I do not know why?) thus needed to transfer file on your phone.
How were you able to download Adobe Reader onto your phone? For the 2 official readers there, neither work and one reroutes me to Adobe's PC download site.
How can you download and activate/install/use a file that's meant to function on a laptop or tower computer and not a Win10 'smart" phone?
Otherwise, I can't use AAR to save the life of me.
Speaking of which, actually had a real-life situation that I needed to use a PDF map, but sadly, the site didn't have the download options just the 'download ie tap and the thing opens in Edge.' I would have been stuck if it went for the kindness of strangers.

Happy to learn this isn't just my phone...
Still, please fix. I don't want to have to learn how to use another Operating system, but Calling, internet and PDFs are my three main uses for my phone. Photos too..
