PDF files will no longer open on Windows Phone - Can't Open on EDGE

I've researched, cleared caches, and downloaded other PDF readers from the store to no luck ...

Since fixing a MAPS error with a Hard Reset, I've found that I can't open PDFs on my phone anymore. With Windows 10 on my Lumia 650 phone, the default/only way to see PDFs were (add still are) through EDGE. 

When I click the file, whether it's on- or off-line, it would appear to proceed and open how it use to but end up saying: 

Here is the converted link from an offline PDF file that accompanies the Message above (..the same prefix appears with online PDF files):

ms-appx-web:///assets/errorpages/ErrorPages.html?error=100000#file:///C:/Data/USERS/Public/Documents/EM_2018_schedule.pdf

When I email this and other PDFs to myself or click on PDFs online and open them on my PC, I'm able to see the file through EDGE without problems/error/issue.

    What phone do u have and what have u tired to do get it fixed have u checked for windows updates

    I have Lumia 635 with Windows 8.1 installed ( haven't allowed updates for a while for fear losing existing content ). Have got Adobe reader installed but old version for same reason. Can download and open pdf if open it straight away, but can't open any PDF already saved to phone, whether old or recently. Therefore phone is getting full up downloading same ones again not sure how to delete as don't want to delete all, specially to remind me what there is) and also costs lot of mobile data. Also can't look at them when no signal Strangely I can still get downloadoaded ones to open ok using WiFi, but as no WiFi at home this isn't much help.the icon for file wobble slightly when ta pped but won't open

    I am still waiting for the update I am in South Africa all my phones are down when are we going to receive the update for the 640 and 940
