PDF files will no longer open on Windows Phone - Can't Open on EDGE

I've researched, cleared caches, and downloaded other PDF readers from the store to no luck ...

Since fixing a MAPS error with a Hard Reset, I've found that I can't open PDFs on my phone anymore. With Windows 10 on my Lumia 650 phone, the default/only way to see PDFs were (add still are) through EDGE. 

When I click the file, whether it's on- or off-line, it would appear to proceed and open how it use to but end up saying: 

Here is the converted link from an offline PDF file that accompanies the Message above (..the same prefix appears with online PDF files):

ms-appx-web:///assets/errorpages/ErrorPages.html?error=100000#file:///C:/Data/USERS/Public/Documents/EM_2018_schedule.pdf

When I email this and other PDFs to myself or click on PDFs online and open them on my PC, I'm able to see the file through EDGE without problems/error/issue.

    Very simple solution... just found it.  Put my windows phone in the bin and replaced it with an Android.  PDFs open perfectly on it

    Same problem happened last year and the year before and now this year it seems to happen to me around tax time when i get a copy of tax form pdf file. I save a copy and it opens fine for about a week and then an update rolls out i install update and the pdf files wont open. When i download a PDF reader i can see the pdf file but when i try to save a copy and reopen it won't open a critical tax document. Huge delima.i have to copy file over to PC and open it with a pdf reader but still can't save a copy to print. So with a file that i can not use. You have to pay to get copy of tax records mailed to you, and that is an entire problem in itself.

    Dear Microsoft. 

    None of the PDFs work. Not the ones stored on Mircosoft OneDrive, nor the ones downloaded from the internet, nor the ones stored on the phone. The obvious solution would be to switch to an earlier verison of the phone, prior to the update, but that doesn't seem to be an option on the Windows Phone. 

    Kinda makes me feel that this lack of service is intentional.
