I'm sorry...but what annoys me here is not one person has asked the obvious question....
Did you read that log file?
I had the same issue and followed all the rest of the garbage posted here from many of the so called experts with no result...And then I used my brain and did the simple thing and read the log file.
How did I read it and fix it? I downloaded a boot disk, there are many available on the internet, booted to a windows PE desktop, read the log file which told me there were 2 corrupted DLL files, copied the corrupted DLL's from an identical machine running
the same version of Win 10 onto a USB and replaced the damaged files.
One copied, the other gave access is denied, but windows booted on it's first boot and I was able to do what repairs were needed without reinstalling windows afresh.
Admittedly I'm an IT guy with access to other computers and resources but even I don't know everything. Sometimes the simple answer fixes it fast. Boot disks come in many forms, I use one called Medicat but others like Hirens will do just as well. Make a
bootable usb with one of these and in a worse case you will be able to copy all your files from your HDD before cleaning or reinstalling windows. If you don't have access to another identical source you can find the DLL's from the internet for download.....Hell...You
can't break windows any more than it already is at the moment and at least you have your files.
Microsoft has itself recognised that updates dating back as far as April 2018 have caused in very few cases this issue to happen. keep a bootable USB to hand.........You'll love it when things go seriously wrong, it won't fix a dead HDD but will let you
retrieve documents and pictures if windows becomes a brick......
Experts...Try suggesting the obvious.
