Spotify app makes system restore fail

I too ran into this exact same error message and code on my Surface Pro 2 (running Windows FCU v1709 Build 16299.248) a couple months ago when trying to restore my Surface Pro 2 to a state where it was working fine with vhd/vhdx files before I ran into some issue with them.

Even after uninstalling spotify from the windows store (by right-clicking on the Start Screen Tile and selecting "Uninstall"), the error message still comes up every time I attempt performing a system restore. What gives!? I thought UWP apps are wrapped in a sandbox, thus shouldn't be able to tamper with such vital system components? Or that doesn't apply to Centenial UWP apps like Spotify here?

last night windows update installed the following update on my hp envy laptop:  update 2018-02 cumulative update for windwos 10 version 1709 x64 KB074588

It caused driver conflicts with my usb mouse devices (several of them).  Windows 10 built-in fixes didn't work.  

Decided to restore to recent restore point.   

Then windows failed to boot and I have been trying to restore to much earlier restore point before having to wipe out the apps on the laptop and start over with windows reset.

I'm getting this same issue with the spotify conflict so I can't restore at all.

Is there anyway to get this to reboot at this point?  I've tried to reboot to safe mode but haven't been able to.  Haven't checked on rebooting to command prompt but will do that next.  

If I can get a command prompt is there a solution?

I did all the things that previous posts said but it didn't fix the problem (still fails restoring because of Spotify)

I just faced the same issue on Windows 10 1709 16299.192

All system restore points created while Spotify app from Microsoft store was installed are in unusable state.

Some other symptoms:

• I was unable to uninstall Spotify app. Clicking Uninstall in start menu didn't do anything, and Spotify was not on the Programs list, both in settings and control panel.
• I was able to uninstall Spotify app only in Safe Mode.
• System restore points didn't work even after uninstalling Spotify app.

P.S: This is scary. Probably I'll avoid any Microsoft Store app in the future. It doesn't make sense that system restore is effected by apps from the store. Isn't the whole point Store apps are isolated as in mobile OS's?
