I've done that, no help to receive there. No one seems to know what the error code 121003 mean so I'm wondering why you are creating error codes that you don't understand yourselves?

Thank you for sharing your problem and the steps you took to fix it.
I play from my PC, what fixed your problem won't work for me, although early on when MS 1803 was updating, one of the suggestions was to take PC back to a date prior to the update. The problem with that is Windows 10 is determined it will update when it wants to do so.
I have noticed when I play other Xbox games, I do not get the error code 121003...ever! You are right that it is a cloud server problem. I tricked the app a few times by telling it I didn't want to connect to the server and then the app connected. Guess it didn't want to take no for an answer.
I don't believe anyone told us that the Microsoft Solitaire app would be updating to a version more compatible with Windows 10 1803. Then the app had trouble figuring out I had a premium account for Solitaire...DUH! Finally it recognized me and we are friends again.
I think the most frustrating thing is that there is no tech support from Microsoft or Xbox who can guide us.
We fix stuff ourselves and share in this forum. Maybe we should all invoice Microsoft for time and labor spent!

I just got this on iOS (iPhone 7 Plus) so it's not an issue with Windows. Tried all the troubleshooting recommended here.
It's not my phone - I can play other MS games and sign in on Xbox app without issue.
As MS tries to push blame the consumer, it's clear from these responses that it's on their end.
I just resolved this issue on my device. The device I am using is:
Device: Nokia 6.1 (Android)
Android Version: 8.1.0
Android security patch level: 1 August, 2018
Issue:
-Today, 4 Sept 18, I received an error code 121003, that Solitaire failed to download my progress from the cloud. This affected the daily challenges I completed, and the Star Club.
First attempts at fixing the action:
-Removed and re-installed Solitaire, this did not fix the issue.
-Removed and re-installed the Android Xbox app, and removed and re-installed Solitaire, this did not fix the issue.
-Rebooted phone, this did not fix the issue.
-Shut down phone for 30 minutes, and start it back up. This did not fix the issue.
From my gut, there is a different server that manages the information for the Solitaire app that is not linked at all to the Xbox Live servers. Also, the Solitaire application does not have any dependencies on the Xbox mobile application. As I found with my solution.
In order to determine if the issue is with my device, or with the servers that maintain my Solitaire profile, I factory reset my phone.
After factory resetting, I re-installed Solitaire (not re-installing the Xbox App), signed in, and all my progress returned. My daily challenge and Star Club progress was restored.
In the end, there was something going on with my device, not the Solitaire servers. If the issue was with the Solitaire servers, then factory resetting my phone would not have fixed the issue. To find out exactly why this error occurs, I would need the issue to appear again, set my phone to developer mode, and look into the device from a Software Engineering standpoint.
For now, if all else fails, a factory reset very well may work.

EDIT 9/5 - It looks like a massive Xbox Live outage was the cause of this error for me. Sorry to everyone who experiences this problem regularly

An Xbox Live error may occur if your computer is unable to connect properly to the Xbox Live Servers. It is also possible that the Xbox App is corrupted or there is an issue with your Xbox Live Profile. To properly isolate your concern, please provide us the following information:
- What troubleshooting steps have you tried so far to resolve the issue?
- Are you still able to play other Microsoft games online?
- Have you tried to sign out and sign in to your account on the Xbox App?
- Did you make any changes to your computer or your network settings prior to the issue?

I have had this problem with Microsoft bingo also, this is the only troubleshooting I have done with Microsoft solitaire, I did not sign out or in on Xbox App it just appeared. No changes were made prior to the issue.
