I had the same issue.  Make sure your Windows Firewall is Enabled!  It will block your server connection even if your NAT is open with the firewall off.

As for how I got my NAT open:

I was never able to re-install the Teredo adapter.  However when I checked the state in command prompt using netsh int teredo show state it showed that my NAT was restricted due to the port.  I found that this port would not work, even when it had been forwarded through my router.

The solution for me was to change that port to 3544.  The easiest way to do this is through group policy editor:

In the run or search box type gpedit.msc

Navigate to: Computer Configuration > Administrative Templates > Network > TCPIP Settings > IPv6 Transition Technologies

On the right side you will see Set Teredo Client Portedit this policy

Change the policy to Enabled and set the port below

Apply and OK and check your teredo state again.

Mine went from restricted to cone, and my NAT is now open.

That port will also need to be open/forwarded through your router.  Look up how to do that for your particular router manufacturer.

Ok Boys and Girls i think i found a solution to this problem...

First of all - I don't think the teredo adapter has to be in your Network-Adapter List with Window 10 - 1803!Maybe they got rid of it with 1803 as a visable adapter... i don't know...

Even tho my Serverstatus says "blocked" it still works now:

The Server you connect to, in my case "win1711.ipv6.microsoft.com.", should be the same as the one you're tryin to connect to (host)

To be sure that this is the case open up the Powershell as an Administrator.

Rightclick on the Windows Icon on the bottom left corner of your desktop and open "Windows Powershell (Administrator)"

Then you're gonna type in the following commands and press enter after every line i write:

netsh

int teredo

set state servername=win1711.ipv6.microsoft.com.

You can use the command "show state" to see your current teredo adapter settings while in**"netsh int teredo"** as seen above

now it should look like this:

Oh... and one more thing:

Be sure to activate the Windows Firewall!

You have to have it activated.

You can set this in the powershell aswell - heres the command to do so:

Netsh Advfirewall set Currentprofile Firewallpolicy Blockinboundalways allowoutbound

If some of these settings are not like this, you can look up how to set every setting on your own on the internet!

In the XBOX Menu it's "enabled"... and the NAT Type is "open"

In conclusion:

I can't host or join any game in state of decay 2...

I applied like every single fix i could find on the internet... literally...

It all stopped working with Windows 10 / 1803...
