The setting to fix this is "System unattended sleep timeout" in advanced power settings. (Control Panel\Hardware and Sound\Power Options\Edit Plan Settings > change advanced power settings).

However this setting is hidden because Microsoft wants waste our time and make our lives miserable.

To un-hide it, you need to change a registry attribute value data from 1 to 2 at the following registry path:

HKEY_LOCAL_MACHINE > SYSTEM > CurrentControlSet > Control > Power > PowerSettings > 238C9FA8-0AAD-41ED-83F4-97BE242C8F20 > 7bc4a2f9-d8fc-4469-b07b-33eb785aaca0

Full instructions:

  1. windows key + R
  2. type regedit and hit enter
  3. click Yes if asked
  4. on registry editor - ctrl+F
  5. search for 7bc4a2f9-d8fc-4469-b07b-33eb785aaca0
  6. wait, can take a while to find
  7. when found, double click attributes on the right pane
  8. change value data to 2
  9. hit ok, close registry editor.
  10. Right click the start button > power options > Additional power settings > Change Plan Settings > change advanced power settings
  11. expand Sleep
  12. expand System unattended sleep timeout
  13. change both values to zero for never or set your preferred value.

When you timer, did you click 'Apply then OK' instead of just OK or Apply in order to ensure the changes are confirmed?

Open Start > Settings > Personalization > Lock screen > scroll down to Screen saver settings

Choose how long you want the time out then click 'Apply then OK.

You can use the command prompt to add the sleep unintended and it's much easier.  This is from https://www.tenforums.com/tutorials/72133-add-system-unattended-sleep-timeout-power-options-windows.html

    1. Open an elevated command prompt.

    2. Type the command below you want to use into the elevated command prompt, and press Enter.

    (Add)

    powercfg -attributes SUB_SLEEP 7bc4a2f9-d8fc-4469-b07b-33eb785aaca0 -ATTRIB_HIDE

    OR

    (Remove - default)

    powercfg -attributes SUB_SLEEP 7bc4a2f9-d8fc-4469-b07b-33eb785aaca0 +ATTRIB_HIDE

    3. You can now close the elevated command prompt if you like.

After that, just go into your power options and then advanced and click on sleep and it will be there and you can change the minutes.

OK. Here's what you do, kids: Right click in any BLANK area of your Desktop.

    Select Personalize.

    Now click Lock Screen.

Under Lock Screen scroll down until you see Screen Time Out Settings.

Click it and select the setting you wish. I use Never.

So much for Power and Sleep. Now, to your right you will see the words "Related Settings"

Click Additional Power Settings under that.

Now you will see some options.

I use High Performance so let's open that to give you an idea. I click Change Plan Settings:

Once again we make sure it says Never. Change Advanced Power Settings is next.

Turn off Hard Disk after...well you can't say Never so I picked 30 minutes which has worked OK for me so far.

Now let's go back to our first screen and select Screen Saver Settings under Lock Screen:

And set it however you like but REMEMBER TO UNCHECK "On Resume Display Log On Screen".
