Windows 10 - Shutdown, but user stays logged in

When I shutdown Windows 10, (latest version, fully patched up to date 25-Oct-2017), I find that it shuts down without issue. However, when the PC is restarted, the last logged in user (who initiated the shut down) is still logged in. 

I noticed this when I shutdown as User 1, then restarted the PC and logged in as User 2. When viewing the 'profiles' button at the top of the Start Menu, (which shows your user picture), it showed me that User 1 was still logged in. Furthermore, when I went to shut the computer down as User 2, it warned me that other users were logged in to this computer. I had to log out as User 2 and login as User 1 to shut down the computer. 

The only way around this is to log out and then shut the PC down from the main login screen. All my users have complex passwords assigned and in all other aspects Windows 10 appears to be working correctly. 

I assume this is a feature, but is there a switch or a registry hack that allows the shut down process to log off the current user, like Windows 7 used to?

Please can someone advise?

    Hold SHIFT as you click Shutdown. This will achieve a full shutdown (instead of a hybrid) to test SteveMat's theory that the user will be logged off. If it works, then make it permanent this way...

    (1) R-Clk the battery in the Tray, & select "Power Options".

    (2) Click "Choose what the power buttons do" at top left.

    (3) Click "Change settings that are currently unavailable" at top.

    (4) Uncheck "Turn on fast startup (recommended)" at bottom.

    After that, SHIFT is no longer required for a full shutdown. However, I have come to like fast startup; so, turn it back ON, if OFF is no cure. And sit patiently for Microsoft to fix it.

    Edit: You will still be able to hibernate with fast startup OFF. Only the behavior of shutdown is changed.

    Might try giving mouse focus to the desktop & using Alt+F4 to bring up the shutdown dialog.

    There is an article on ghacks.net from a few days ago discussing a bit about this new feature.

    Not sure where you're looking for 'Fast Startup', cannot find that setting.

    I use Hibernation, so do not want to disable it.

    The reason I care is that there are different users on the laptop, so if person 1 uses it and shuts down when finished, then person 2 starts up and logins, when person 2 wants to shutdown they can't, as they are advised that "other users are logged in", i.e. person 1.

    So, yes this is a pain.

    Apologies for the delay in replying, been busy.

    • Have really only noticed it in the last month or so. Since the Creators Update.
    • Doesn't matter which User ID I use, same thing. Whoever was the last logged in User when doing a Shutdown or a Restart is logged in when the PC is restarted.
