Windows 10 - Shutdown, but user stays logged in

When I shutdown Windows 10, (latest version, fully patched up to date 25-Oct-2017), I find that it shuts down without issue. However, when the PC is restarted, the last logged in user (who initiated the shut down) is still logged in. 

I noticed this when I shutdown as User 1, then restarted the PC and logged in as User 2. When viewing the 'profiles' button at the top of the Start Menu, (which shows your user picture), it showed me that User 1 was still logged in. Furthermore, when I went to shut the computer down as User 2, it warned me that other users were logged in to this computer. I had to log out as User 2 and login as User 1 to shut down the computer. 

The only way around this is to log out and then shut the PC down from the main login screen. All my users have complex passwords assigned and in all other aspects Windows 10 appears to be working correctly. 

I assume this is a feature, but is there a switch or a registry hack that allows the shut down process to log off the current user, like Windows 7 used to?

Please can someone advise?

    Have you tried the suggestion of SteveMat but you are still having the same issue?

    If yes, we suggest that you try to run System file check and DISM to correct system files.

    Exactly the same problem after 1709. Start Menu > Shut Down and the PC seems to turn off. When I next restart it, the login screen is there within seconds and once logged in, everything I had open when I shut down is there.

    I have noticed this as well with 1709 (RS3).  With 1703 (RS2) and earlier, if you shutdown, it was more of a hybrid shutdown and you were not logged off, but if you did a restart, it would do a complete restart and actually log off all users.  With RS3, even doing a restart does not log off other users.

    I haven't messed with this yet but think maybe this has something to do with Fast Startup.  As a test you could try disabling Fast Startup from the Control Panel / Power Options / System Settings.

    Also, a lot of these fast logon settings rely on the Hibernation file so you could disable Hibernation:

      PowerCfg /h off

    But I suppose the real question is why do you care.  The theory is when they do log on, it will be quicker.

    • When did the issue start?
    • Have you tried vice versa, like signing in user 2 first and still having the same issue?
