I have the same configuration, and this worked for me: (FIrst find Sumit Dhiman2's post on this thread).

Thanks, but that didn't work for me last night. However, I did it again, but in a shorter version, which worked. I just went to Device Manager, Display Adapter, ATI, Driver tab, then rolled back to the 2015 version of the driver. Sumit just said to roll back to previous, without specifying that you had to go back to 2015. My system reported several previous drivers, the first 3 of which were 7/25/2017, which is the problematic driver, so I had rolled back to the same driver, apparently. A fabulous feeling to see it all correct again!
I was able to block driver updates last night by following Sumit's directions, using Option 1. I see you have a different issue with that.
I'm hoping this fix sticks, for I have not powered off since the fix worked (YAAAAY!), because I have to actually use the thing today and tomorrow, and I'm not looking forward to doing this again, although it's easy once you have a little information. My only problem now is how to get back to those threads I was on before, just to help others floundering through what was an awful mess just as we got into the long holiday weekend.
Thus, the fix is (1) to rollback to the 2015 driver, then (2) to block driver updates during future Windows updates. You can find out how to block driver updates at: www.tenforums.com/tutorials/48277-enable-disable-driver-updates-windows-update-windows-10-a.html. Good luck!
