While shut down or restart getting message that "someone is still using" my pc

I am getting this problem after the fall creators update .It's happening sometimes when I click shut down or restart a message pops up, it says someone else is using my pc, I do have another user in my pc but that user is not in use when I am getting that massage. I also clean installed my OS but the problem is still there. The Microsoft support staff also failed to sort out the problem. I am adding a photo of the message.

Its very unfortunate that after so many cumulative updates and even one major update version 1803 MS still did not fixed this issue, as if they are unaware of this.

I used this and it fixed the issue:

Open the Settings app and go to Accounts > Sign-in Options. Scroll to the bottom until you reach the Privacy section and UNSELECT the option to "Use my sign-in info to automatically finish setting up my device after an update or restart." Do this for EVERY account on your PC.

Hopefully it helps you as well.

    I've noticed that sometimes after rebooting the system and logging in there are applications (Edge, or Antivirus) that are already launched on the desktop where it seems that the account was already logged in. As if it "stealth" logged in, in the background.

    If accounts are being logged in, in the background that could cause this message.

    Can Microsoft please respond to this?

    You fix this by changing the Privacy settings in the Accounts section.  

    Go to Settings --> Accounts-->Sign-in Options

    Scroll down to the Privacy section and turn off the option that says  "Use my sign-in to auto finish setting up my device ....reopen my apps ...etc

    You need to do this for each user profile on the computer.  After this change, I have not seen that message again.

    Newest installation variables for Win 10 allows for you to setup using either a Local, or Roaming account. Since my installation is not on a Domain, I have setup Win 10 with a Local account. I don't see any advantages by using a Roaming account, therefore, I sign-in to my MS account with a Local account, and this solved many problems I experienced, including resume from S3 sleep, where the machine could not find its current operational settings via Device Census. All seems to be good for now.

    After getting the notification in question,  the message popped up for the first time this morning. 

    Reading this thread it would appear that concise information is scant, even from Microsoft.

    As an end user who knows very little about sorting out problems on a PC, I find the whole issue disturbing to say the least.

    I'll work backwards, time wise through these suggestions to see if I can resolve my problem....
