Following step one in this article seemed to fix the issue for me.
High CPU usage in state repository service after clean install of Fall Creators Update while online via ethernet
Why do apps including Microsoft Edge and Settings freeze when clicking on hyperlinks and make CPU usage reach 100% on state repository service after a totally clean install including deleting all partitions of the Fall Creators Update while online via Ethernet. The only fix is to reinstall the ISO media with the Ethernet cable unplugged and wait until the OOBE setup asks for the region before reconnecting the Ethernet cable. I have to physically unplug the Ethernet cable from the router to prevent it from accessing the internet during the first just a moment phase of the OOBE setup before the region setup.

2017-10-22T17:09:54+00:00 There appears to be a bug in the fall creators update standard image. There's a ton of users who are reporting the same thing (check reddit for example). I think we'll need to wait for Microsoft to issue a bugfix for the issue.

2017-10-22T15:48:34+00:00 Let us try to end the task of some processes that is making your CPU usage high. We can also try disabling startup programs that have a high impact on your CPU. To do that, follow the steps below:
- Right click on Start .
- Select Task Manager.
- On the pop-up window, click on More details to expand it.
Please see the image below on what windows you should have:
- Click on the processes that have a high CPU usage and click on End Task.
To disable high startup impact on your CPU, just go to the Startup tab, select the name of the program that has a high startup impact, then click on Disable.

After reboot State Repository service is ok.
When I start Edge, load some website and click on any link nothing happens and service takes 100% resources of 1 CPU core. After 30 mins nothing changed.
Same situation when I open Immersive control panel and click on any link that should open a help page in a browser.
Just checked with 2 clean installs: same issue. No matter using Microsoft or local account.
